In order to implement human resources and social security laws, regulations and rules, protect the legitimate rights and interests of workers, standardize the employment behavior of employers, and maintain harmonious and stable labor relations. In accordance with the "Notice of Wuqing District Human Resources and Social Security Bureau on carrying out the written review of Labor security in 2023 and the evaluation of the Labor security compliance and integrity level of Employers", the written review of labor security in the development zone and the evaluation of the labor security compliance and integrity level of employers in this year have been started. The relevant matters are hereby notified as follows:
1. Participants
All kinds of employers in the development area (including all kinds of enterprises, individual industrial and commercial households, branches, etc.), except the employers that have been selected by the Tianjin Human Society Law Enforcement Corps.

From 10 May 2023 to 20 October 2023.
3. Working procedures
(1) Self-examination and self-correction, standardized management. From the date of the promulgation of this notice, the employer shall conduct self-examination of the employment, wage payment and social insurance payment of the employer, and truthfully fill in the Written Review Report on Labor Security as required.
(2) Submit materials for examination and registration. After the completion of self-examination, the employer shall fill in the written Labor Security Review Report (Annex 1) before October 20, 2023, stamp the official seal and submit it to the Human Resources Department of the Development Zone Management Committee.
(3) Relevant tips
1. Any employer that has passed the written examination of labor security in 2022 or has been named as an enterprise with harmonious labor relations at or above the district level only needs to fill in the Written Examination Report of Labor Security in 2023 and submit it, in principle, only for certification and registration;
2. Any employer that has not participated in or passed the written review in 2022 and is not an enterprise with harmonious labor relations shall, in addition to the completed 2023 Written Review Report on Labor Security, submit the following materials (all of which need to be stamped with official seal) (1 copy of each) : (1) a copy of the business license; (2) Salary schedule; (3) social insurance payment notice; (4) Copies of all employees\' Employment and Labor Contract Registration Register (Jin Louden Word No. 6).
3. The data involved in the first item "Labor Employment Situation" and the second item "Labor Contract Situation" of the second part of the Labor Security Written Review Report shall be filled in with the information of the month and month submitted; The data involved in item 4 "Social Insurance Payment Situation" shall be filled in according to the information of the month submitted.
Review of evaluation results
Written review opinions are divided into three types: qualified, qualified after rectification and unqualified. Labor security law-abiding integrity level is divided into A, B, C levels.
5. Relevant work requirements
All types of employers in the development area shall participate in the written review of labor security in 2023, truthfully fill in and submit the written review materials, and the Labor security supervision Department will investigate and punish any employer who refuses to participate in the written review or rectification as required by this notice in accordance with the relevant provisions of the Regulations on Labor Security Supervision.
