In order to further study and implement the spirit of the Party\'s 20 Congresses, implement the requirements and deployment of the Notice on Issuing the National Pilot Implementation Plan for the Integration of Production and Education jointly formulated by the National Development and Reform Commission, the Ministry of Education and other six ministries and commissions (Development and Reform Society (2019) No. 1558), deepen the integration of production and education, and school-enterprise cooperation, To give full play to the important main role of enterprises in the training of technical skills and human resources development, the Tianjin Development and Reform Commission, the Tianjin Education Commission and the relevant departments of the city have jointly issued three batches of solicitation announcements, and after review, a total of 193 enterprises have been included in the list of enterprises integrating production and education in Tianjin. In order to further deepen the integration of production and education and create a new engine supporting the high-quality development of our city, we are organizing the construction and cultivation of the fourth batch of integrated enterprises of production and education in Tianjin. The relevant matters are announced as follows:
First, the construction and cultivation of enterprise scope
(1) Enterprises registered and operating in our city, with independent legal personality, and paying taxes in our city according to law (including central enterprises, national super large private enterprises in our city\'s enterprises or branches).
(2) Focus on building and cultivating high-quality enterprises that actively promote the transformation and upgrading of the manufacturing industry, As well as modern agriculture, intelligent manufacturing, high-end equipment, a new generation of information technology, biomedicine, energy conservation and environmental protection, new energy, new materials, research and development design, digital creativity, modern transportation, efficient logistics, financial leasing, engineering consulting, inspection and certification, e-commerce, service outsourcing and other urgently needed industry enterprises, As well as elderly care, housekeeping, childcare, health and other social fields of leading enterprises.
(3) Give priority to enterprises that closely serve national major strategies, have strong demand for technical and technical talents, take the initiative to increase investment in human capital, have great development potential, make outstanding contributions to fulfilling social responsibilities, and have a strong leading and demonstration role.
(4) Enterprises whose main business is education and training services shall not be included in the scope of construction and cultivation in principle.
(5) The enterprise has no major environmental protection, safety and quality accidents, has a good credit record, and has no illegal business activities such as tax.
Second, the construction and cultivation of enterprise conditions
By means of sole proprietorship, joint venture, cooperation and other means, enterprises use capital, technology, knowledge, facilities, management and other elements to hold or participate in vocational education and higher education in accordance with the law, and stably carry out school-enterprise cooperation in training bases, disciplines and specialties, teaching course construction and technology research and development, and meet one of the following conditions:
(1) to organize vocational colleges or institutions of higher learning independently or as an important organizer; Or carry out technical skills training services for the society through enterprise universities and other forms; Or participate in the establishment of industrial or regional integration of industry and education (vocational education) groups.
(2) Undertake the task of pilot modern apprenticeship system and enterprise new apprenticeship system; Or in the past 3 years, more than 60 students (including professional and technical trainees in military colleges and universities) have been accepted for more than 3 months of internship and practical training every year.
(3) Undertake the pilot task of implementing the "1+X" certificate (academic certificate + vocational skill level certificate) system.
(4) Carry out school-enterprise cooperation with relevant vocational colleges or universities with substantive content and specific projects, and build more than 3 disciplinary professional points through order classes and other forms.
(5) To build a training base for the integration of production and education by means of school-enterprise cooperation, or donate teaching facilities and equipment to vocational colleges, with a cumulative investment of more than 1 million yuan in the past three years.
(6) Obtained intellectual property certificates (invention patents, utility model patents, software Copyrights, etc.) shared with cooperative vocational colleges within the past three years.
Third, construction and cultivation methods
The construction of an enterprise integrating industry and education shall be carried out in accordance with the basic principles of government guidance, voluntary enterprise, equal merit selection, first construction and then recognition, and dynamic implementation.
(1) Organizing and implementing. Tianjin Development and Reform Commission and Tianjin Education Commission, together with relevant units, shall be responsible for the policy planning, organization, management and supervision of the implementation of the construction of an integrated enterprise of industry and education. Tianjin Development and Reform Commission and Tianjin Education Commission are responsible for formulating the conditions, certification standards and evaluation methods for the construction and cultivation of enterprises with integrated production and education, establishing the information reserve database of enterprises with integrated production and education, and doing a good job in the daily management of the construction of enterprises with integrated production and education. Municipal Bureau of Finance, Municipal Bureau of Human Resources and Social Security, Municipal Bureau of Industry and Information Technology, Municipal Bureau of Science and Technology, Municipal SASAC, Tianjin Taxation Bureau, Jinnan District People\'s Government, Haihe Education Park Management Committee and other relevant units shall, according to their functions and responsibilities, cooperate to provide policy support and promote the implementation of the construction of enterprise integrating industry and education.
(2) Voluntary declaration. Eligible enterprises shall voluntarily declare, fill in the Declaration Form of Tianjin Integrated Enterprise of Industry and Education (see annex) and affix the official seal, provide the legally established license of the unit (enterprise business license or institution legal person certificate, etc.) and affix the official seal, and the annual audit records of the past five years. In addition, the applicant should provide evidence of the effectiveness of its work in deepening the integration of production and education and cooperating with schools and enterprises to educate people. The above documents should be submitted before March 29, 2023.
(3) Review and confirm. Tianjin Development and Reform Commission and Tianjin Education Commission will organize industry authorities and relevant experts to review the application materials of enterprises. The enterprises that have passed the audit shall be included in the cultivation scope of Tianjin production-education integrated enterprises for construction and cultivation after publicity.
(4) Construction and cultivation. The enterprise shall formulate and publicly release the three-year plan for the integration of production and education and school-enterprise cooperation to the public within three months after the publicity, and report it to the Tianjin Development and Reform Commission and the Tianjin Education Commission for the record. After at least 1 year of enterprise construction and cultivation, those who meet the certification standards will enter the Tianjin production-education integration enterprise certification directory and enjoy the relevant support policies of the state and the city.
(5) Regular review. Enterprises that enter the certification directory of production-education integration enterprises shall establish and implement the annual report system for promoting the integration of production and education, report it to the Tianjin Development and Reform Commission and the Tianjin Education Commission for the record, and publicize it to the whole society according to the procedure. The enterprises entering the catalogue of enterprise certification of integration of production and education shall be reviewed by the Tianjin Development and Reform Commission, Tianjin Education Commission and other administrative departments every three years, and those who pass the review shall continue to confirm their enterprise qualification of integration of production and education, and those who fail will no longer retain the enterprise qualification of integration of production and education.
4. Punishment for breach of trust
The Tianjin Development and Reform Commission and the Tianjin Education Commission will organize the competent departments of the industry to regularly review the warehousing enterprises. If there is one of the following circumstances, it will be disqualified and shall not be declared within 5 years.
(1) resorting to fraud in the process of application and construction and cultivation, intentionally providing false and untrue information.
(2) Major environmental protection, safety and quality accidents occur during the construction and cultivation, and there are illegal operations.
(3) infringing on students\' personal rights or other legal rights.
(4) Included in the list of targets of joint punishment for dishonesty.
V. Other matters
Due to the adjustment of relevant policies of the state and Tianjin Municipality, and other factors, resulting in changes in the construction and cultivation work, we will timely release notices.
