In accordance with the "Measures for the Administration of the Identification of High-tech Enterprises" (CKE [2016] No. 32) and the "Guidelines for the Administration of the Identification of High-tech Enterprises" (CKE [2016] No. 195) (hereinafter referred to as the "Identification Measures" and "Work Guidelines"), In accordance with the requirements of the Notice of Tianjin High Enterprise Certification Office on the Issuance of the 2023 annual high-tech Enterprise Certification work arrangement, the following is the notice of the identification work arrangement of high-tech enterprises (hereinafter referred to as high enterprise) in this year, please do a good job in the park.
First, high declaration requirements
The Park is responsible for providing publicity, guidance and services to the enterprises applying, and verifying, recommending and summarizing the application materials for the enterprises in the park.
(1) Scope of declaration
1.The high level identified in 2020 and that should be re-identified in 2023 (the certificate number starts with GR2020);
2. Resident enterprises registered in Wuqing District of Tianjin, and in accordance with the relevant provisions of Article 11 of the "Measures for Identification".
(2) Time arrangement
Normal acceptance, divided into two batches of the organization of the district-level preliminary examination, the district science and technology bureau to receive the online application materials of the enterprise deadline is June 23 and August 25. All enterprises in the park shall submit the stamped and scanned electronic copies of the letter of commitment for high-tech enterprises (Attachment 4) and the letter of commitment for consulting service organizations (Attachment 5) to the mailbox wqkfqkjfwb tj.gov before June 26 and August 28 respectively.
(3) Acceptance of materials
Enterprises shall organize declaration materials in accordance with the relevant requirements of the "Measures for Identification" and the "Work Guidelines".
1. The Municipal high Enterprise Accreditation Office will adopt electronic review in 2023, and will no longer accept paper materials before accreditation.
System declaration requirements: Enterprises shall register on the "Government Service Platform of Ministry of Science and Technology" (https://fuwu.most.gov.cn), log in to the high enterprise management system for declaration, and be sure to ensure that the materials are complete, accurate and clear.
Paper material requirements: Through the identified enterprise (" high-tech enterprise identification Management network "announcement shall be subject to) in the system of the declaration of materials into a book, the reference format is shown in Annex 1, the spine location indicates the new identification/re-identification, enterprise name, the field, the district, within 5 working days after the announcement to submit 2 copies (one is a copy) of paper high enterprise declaration materials to the park.
2. Enterprises can choose to apply in the form of informed commitment or non-informed commitment.
Application method 1: Inform commitment method
If the enterprise chooses to apply the notification commitment system, refer to the "Notice of the Ministry of Science and Technology on the implementation of the Notification commitment System for the Identification of relevant certification matters by high-tech enterprises" (GuoKefu (2021) No. 362) document implementation (applicable certification matters include "business license and other enterprise registration documents" "patent certificate and other enterprise intellectual property documents"). Log in the system to select the notification commitment system, print the "Notification Commitment of Certification Matters" generated by the system, signed by the enterprise legal person and stamped with the official seal of the enterprise, upload the management system, after the identification, submit the original "Notification Commitment of certification matters" with the enterprise declaration materials, no longer provide other certification materials applicable to the certification matters.
Application method 2: non-notification commitment method
If the enterprise chooses to handle the non-notification commitment system, the applicant enterprise shall provide the required certification materials for the relevant matters as required.
Special note: All the declaration materials of the enterprise should be guaranteed to be true and effective, and once it is found that false materials are provided, it will automatically lose the eligibility for declaration and be included in the integrity blacklist.
Second, high name change or major changes
(1) Scope of declaration
Enterprises with name changes or major changes related to the conditions of identification (such as division, merger, reorganization, and changes in business operations, etc.) during the period of validity of the high level shall report to the District Science and Technology Bureau and the municipal identification authority within three months from the date of occurrence, and execute in accordance with the provisions of the Identification Measures. 2023 high re-identification and involves the name change, need to complete the name change procedure.
1. Simply change your name
(1) "Letter of Credit Commitment for Simple Name Change of High-tech Enterprises" (Annex 6);
(2) Application for Name Change of High-tech Enterprise;
(3) Notice of approval of change and other documents of name change issued by the market supervision department;
(4) A copy of the business license before and after the name change;
(5) A copy of the High-tech Enterprise Certificate within the validity period.
2. Significant changes (separation, merger, reorganization and changes in operating business)
In addition to providing the above related materials required for simple name change (submit materials (2) - (5)), in accordance with the requirements of identification materials, it is also necessary to provide two copies of high enterprise declaration materials (one copy) and a recommendation form stamped with the park official seal (Annex 3), the letter of commitment of the applicant\'s high-tech enterprise integrity (Annex 4), and the letter of commitment of the consulting service organization (Annex 5).
(2) Schedule and requirements
1. Schedule
Normal acceptance, batch processing, the deadline for receiving application materials by the District Science and Technology Bureau is:
The first batch: April 28 (if the enterprise participates in the re-identification of this year, it is recommended to submit in this batch);
Second batch: August 15;
Batch 3: November 15.
2. Accept the request
The paper materials of the enterprise\'s name change and major changes (one is one) shall be reported to the District Science and Technology Bureau.
Third, high moving in
(1) Scope of declaration
Within the validity period of the certificate, the overall relocation of high enterprises in foreign provinces and cities and the partial relocation of enterprises to Wuqing District of Tianjin.
(2) Schedule and requirements
The high enterprises that have been identified by other provinces and cities as a whole move into our district shall be accepted normally, handled in batches, and the following certification materials shall be submitted to the town street in the park (in two copies) :
(1) The High-tech Enterprise Certificate within the validity period;
(2) Business license before and after the enterprise moves in;
(3) Company profile (including the basic situation of the company and the relocation situation);
(4) Tax clearance certificate of the original location of the enterprise;
(5) The tax return and annual audit report of the year before the relocation of the enterprise.
The park shall verify the overall situation of the high rate of relocation to our district and submit the information about the relocation of enterprises to the District Science and Technology Bureau, and submit it together with the application materials of enterprises; Summary of the high achievement of some relocation, and submit to the District Science and Technology Bureau together with the enterprise materials (submission materials (1) - (3)).
4. Financial intermediaries
The special audit (authentication) report identified by the high-tech enterprise shall be issued by the financial intermediary that meets the conditions stipulated in the Work Guidelines, and the financial intermediary shall adopt the commitment system and be selected by the enterprise itself. The financial intermediary shall check whether it meets the conditions and truthfully issue the intermediary commitment letter (see page 17 in Annex 1 for the style).
V. Other matters
(1) The Municipal high Identification Office accepts applications in strict accordance with relevant standards and procedures, does not charge any fees, and does not designate or entrust any intermediary to carry out high identification services. No institution shall carry out services in the name of the municipal high Enterprise Identification Office or the Municipal Science and Technology Bureau or the designated institution of the District Science and Technology Bureau.
(2) The Municipal high Enterprise Certification Office is studying and formulating a new round of high enterprise support policies, and for the high enterprises identified in 2022 (including relocation), it is still supported by referring to the Implementation Plan for the Recognition and Reward of High-tech Enterprises in Tianjin issued in 2020.
