In order to implement the overall deployment of the "New Generation of Artificial Intelligence Development Plan" issued by The State Council, the major project of Science and Technology Innovation 2030 - "New Generation of Artificial Intelligence" is launched in accordance with the "Implementation Plan for Major Science and Technology Projects of New Generation of Artificial Intelligence". In accordance with the relevant requirements of the "Plan on Deepening the management reform of Central Financial Science and Technology Programs (special projects, funds, etc.)" (Guofa [2014] 64), the 2022 project application Guide will be published. Please organize the project application according to the guidelines. The relevant matters are notified below.
I. Project organization and declaration workflow
1. The applicant shall organize the application in the form of a project according to the research content of the supported direction of the guide, and the project may contain topics. The project shall be declared as a whole and shall cover all the assessment indicators in the corresponding guideline direction. The project has one person in charge, and each project has one person in charge, and the project leader can be the person in charge of one of the projects.
2. The organization and implementation of the project shall integrate superior innovation teams in relevant fields across the country, focus on guiding tasks, strengthen the coordination and connection between basic research, common key technology research and development and typical application demonstration tasks, and concentrate efforts to jointly tackle key problems. Encourage competent female researchers to take the lead in undertaking tasks as project leaders.
3. The project application and review shall be carried out in two steps: filling in the pre-application form and the formal application form. The specific working process is as follows.
-- Fill in the pre-declaration form. Unit of project application, according to the guidelines related to reporting requirements, through the national science and technology management information system of public service platform (http://service.most.gov.cn, hereinafter referred to as the "kingdom KeGuan system") to fill out and submit the project declaration, about 3000 words in detail to declare goals and indicators of the project, The innovative ideas, technical routes and research basis are briefly explained. Not less than 50 days from the date of publication of the guidelines to the deadline for acceptance of the pre-declaration.
The pre-declaration should include relevant agreements and commitments. The leading project declaration unit shall sign the joint declaration agreement with all participating units, and specify the signing time of the agreement; The leading project declaration unit, the project declaration unit, the project leader and the project leader shall sign the letter of integrity commitment, and the leading project declaration unit and all participating units shall implement the requirements of "Several Opinions on Further Strengthening the construction of scientific research integrity" and "Opinions on Further Carrying forward the Spirit of scientists and Strengthening the construction of style and style of study" and strengthen the examination and control of the application materials. Put an end to exaggeration and falsification.
The pre-declaration must be recommended by the relevant unit. The recommended units strengthen the review of the recommended project application materials, and submit the recommended projects through the national Science and Technology management system on time.
Professional institutions accept the project pre-declaration and organize the first round of evaluation. In order to ensure a reasonable degree of competition, if the number of reporting teams is not more than the number of projects to be supported for a single guide direction that is not directed to declare, the guide direction will not start the follow-up project review and project approval process, and the guide will be re-studied and published at an appropriate time. Review the organizational form of professional institutions, and carry out the first round of review according to the application situation. The first round of review does not require the project leader to defend. According to the evaluation results of the experts, the declared projects that are 3 to 4 times the number of proposed projects are selected to enter the defense review. For the declared projects that have not entered the defense review, timely feedback the evaluation results to the project declaration unit and the person in charge.
-- Fill in the formal declaration form. After receiving the notice from the professional institution about entering the defense review, the applicant shall fill in and submit the formal declaration of the project through the State Science and Technology Management system. The formal filing process takes 30 days.
The professional institution accepts the formal declaration and organizes the defense review. Professional institutions shall conduct formal review of the project declaration submitted for defense review and organize defense review. The person in charge of the application will defend the report through online video. Select the best project according to the expert review. For the guideline task to support no more than 8 projects, it means that the number of projects supported by the research task is no more than 8 when all projects meet the project approval conditions. For the guideline tasks that support 1 or 2 items, only 1 item is supported in principle. If the evaluation of the top two declared projects in the defense review results is similar and the technical routes are obviously different, project support can be established at the same time, and a dynamic adjustment mechanism can be established, and key node assessment and evaluation can be carried out in combination with process management, and follow-up support methods can be determined according to the evaluation results.
2. Organizing the recommended units for declaration
1. Departments responsible for science and technology under the relevant departments of The State Council;
2. Departments in charge of science and technology of provinces, autonomous regions, municipalities directly under the Central Government, cities separately listed under the plan and Xinjiang Production and Construction Corps;
3. Trade associations established by the former industrial departments;
4. The industrial technological innovation strategic alliance included in the pilot scope of the Ministry of Science and Technology and the evaluation result is Class A, as well as the science and technology service industry innovation and development pilot alliance carried out by the Ministry of Science and Technology and the Ministry of Finance.
Each recommending unit shall recommend within the scope of its functions and business, and be responsible for the authenticity of the recommended projects. The list of recommended units is published publicly on the State Science and Technology Management system.
3. Eligibility requirements for declaration
1. The leading application units and participating units of the project shall be registered scientific research institutes, universities and enterprises in mainland China, with independent legal personality, registration time before June 30, 2021, with strong scientific and technological research and development capabilities and conditions, and standardized operation and management. State organs may not take the lead or participate in the declaration.
The leading project declaration unit, project participating units and project team members have good integrity, and there are no records of serious dishonesty in scientific research and credit "blacklist" records in relevant social fields during the disciplinary implementation period.
The same project can only be declared by a single recommended unit, and multiple declarations and repeated declarations are not allowed.
2. The person in charge of the project (subject) must have a senior title or a doctoral degree, be born after January 1, 1962, and work for the project for no less than 6 months per year.
3. The person in charge of the project (subject) shall, in principle, be the proposer of the main research idea of the project (subject) and the scientific and technological personnel who actually conduct the research. Public servants of state organs at central and local levels (including other personnel exercising the function of science and technology plan management) shall not declare projects (topics).
4. The person in charge of the project (project) is limited to one project (project); National science and technology major projects, national key research and development plans, science and technology innovation 2030 - major projects in the research project leader may not lead or participate in the declaration of the project (project), the project leader can participate in the declaration of the project (project).
The total number of projects (projects) declared by the project (project) leader, project backbone, national major science and technology projects, national key research and development plans, science and technology innovation 2030 - major projects in research (projects) shall not exceed 2; National major science and technology projects, national key research and development plans, science and technology innovation 2030 - major projects in the research project (project) person in charge shall not withdraw from the current project due to the application of new projects (project); After quitting the project research and development team, they shall not lead or participate in the application of this major project during the original project execution period in principle.
Projects under study (including tasks or topics) from the implementation period of the plan task book (including the extended implementation period) to December 31, 2022 are not covered by the restriction.
5. Experts who participate in the preparation of the implementation plan of this major project or the annual project guide shall not apply for the project (subject).
6. Foreign scientists employed in mainland units and scientists from Hong Kong, Macao and Taiwan can be the project (project) leaders. Full-time employees should be provided with valid documents for full-time employment by the Mainland employer, while part-time employees should be provided with valid documents for part-time employment by both the Mainland employer and the overseas employer, and submitted together as project pre-application materials.
7. After the application is accepted, the applicant and the person in charge cannot be changed in principle.
8. For specific project declaration requirements, please refer to the Project Declaration Guide. If there are special provisions, such provisions shall prevail.
Before the formal submission of the project declaration, each reporting unit can use the State Science and Technology Management system to inquire the relevant researchers to undertake national science and technology major projects, national key research and development plan key projects, science and technology innovation 2030-major projects in the research project (including tasks or topics), to avoid repeated declarations.
4. Specific declaration methods
1. Fill out the application online. All reporting units are requested to fill in online through the State Science and Technology Management system as required. Professional institutions will fill in the online declaration as the basis for subsequent formal review and project review. All attachments required in the application materials shall be uploaded in scanned electronic copies. If it is confirmed that it cannot be provided temporarily due to the impact of the epidemic, please upload the scanning copy of the explanatory materials issued by the supporting unit, and the professional agency of project management will notify it according to the situation.
The acceptance time for the online pre-declaration completed by the project applicant unit is: from 8:00 on September 10, 2022 to 16:00 on September 30, 2022. For the declared items entering the defense review process, the reporting unit shall fill in the formal declaration according to the requirements, and submit it through the State Science and Technology management system. The specific time and relevant requirements will be notified separately.
2. Organize recommendations. All recommended units are requested to confirm the recommended items through the SSTM before 16:00 on October 12, 2022, and upload the recommendation letter stamped with the official seal of the recommended unit as an electronic scan copy.
