To promote science and technology to support the comprehensive green and low-carbon transformation and upgrading and high-quality development of the city\'s economy and society, the Municipal Science and Technology Bureau is now publicly collecting advanced and applicable demonstration technologies and cases in the field of ecological environmental protection (Carbon Peak Carbon neutral) for the whole society, and compiling the Blue Book of Science and Technology Development of Tianjin Ecological Environmental Protection (Carbon Peak Carbon neutral) (2022).
The relevant matters are hereby notified as follows:
Scope and conditions of solicitation
1. The fields of solicitation include technical achievements in the fields of carbon peak carbon neutrality, environmental pollution control, efficient use of resources, and synergistic efficiency in pollution reduction and carbon reduction. See Annex 1 for details on the key areas of solicitation.
2. In line with the industrial policies and standards promulgated by the State, key technologies and core equipment, materials and products with obvious effects of energy saving and consumption reduction, pollution and carbon reduction, and ecological restoration have been demonstrated, or the pilot operation has been stable and the demonstration project is under construction.
3. Scientific research institutes, universities and enterprises within the scope of the city can declare, the reporting unit in the reporting year and the previous year did not occur serious dishonesty in scientific research, and the unit is not included in the abnormal list of business and serious illegal and dishonest enterprises list.
4. Clear technical intellectual property rights, controllable technical risks, advanced technology and outstanding economy.
5. All universities and institutions and the units that undertake the relevant scientific research projects of the state and the city should actively sort out the technical achievements and actively declare them. The main national science and technology plan (863 plan, 973 plan, National Science and Technology support plan, national science and technology major projects, national key research and development plan key projects, National Natural Science Foundation, etc.) project results priority recommendation.
2. Declaration procedures and specific declaration requirements
1. The science and technology bureau of each district should attach great importance to the application of Technical achievements in accordance with the recommended scope and recommended principles, and carefully organize the reporting units to fill in the Technical Achievements Declaration (Annex 2), check the application materials, ensure the true and complete technical content, accurate and reliable data, fill in the Summary of recommended technical Achievements (Annex 3), and stamp the official seal of the District science and Technology Bureau. Each district should submit at least 5 technical achievements.
2. Colleges and universities, science and technology enterprises, industry associations and relevant units can directly declare. In accordance with the recommended scope and principles, carefully fill in the Technical achievements Declaration (Annex 2) and the Summary of Recommended Technical achievements (Annex 3), stamped with the official seal of the unit, the number of declared technical achievements is not limited.
3. Application period: from September 19 to October 18, 2022
3. Submission of materials
The paper declaration of technical achievements (Attachment 2, with the official seal of the applicant) and the summary table with the official seal (Attachment 3) shall be submitted in duplicate to the application acceptance unit before October 18, 2022. At the same time, the corresponding electronic materials should be sent to xueruinan tj.gov.cn.

4. Selection and promotion of technical achievements
The Municipal Science and Technology Bureau will organize relevant experts to select the declared technologies, determine the list of technical achievements included in the "Tianjin Ecological Environmental Protection Science and Technology Development Blue Book (2022)", organize public publicity to the society, and actively organize promotion.
