According to the "Notice of the Municipal Industry and Information Technology Bureau Municipal Development and Reform Commission Municipal Science and Technology Bureau Municipal Finance Bureau on issuing Interim Measures for the Management of Tianjin Intelligent Manufacturing Special Fund Project" (Jin Industry Information Regulation (2020) No. 4) and other relevant documents, the Municipal Industry and Information Technology Bureau organized the acceptance of the support projects in the 2020 Tianjin intelligent manufacturing special fund project. The relevant matters are hereby notified as follows:
I. Scope of acceptance
Support projects in the direction of the Municipal Bureau of Industry and Information Technology in the 2020 Tianjin Intelligent Manufacturing Special Fund project (see the project plan for that year).
2. Acceptance procedures
(1) All relevant towns, streets and parks shall organize project units to submit acceptance materials according to the 2020 project plan documents.
(2) The project undertaking unit is responsible for preparing acceptance materials in accordance with the requirements of this notice and the corresponding attachments to the project; Entrust a qualified third-party audit institution to conduct a special audit of the project; Submit the acceptance materials to Wuqing District Industry and Information Bureau; Cooperate with filling in relevant materials and acceptance inspection.
(3) The relevant towns, streets and parks shall conduct preliminary examination on the compliance and integrity of the acceptance materials. Summarize the list of acceptance materials and projects within the acceptance scope of the jurisdiction (Annex 2), mark the projects that agree to submit the acceptance application, explain the projects that do not participate in the acceptance of the project, form an official document, and submit the acceptance materials to the Industry and Information Technology Bureau of Wuqing District.
(4) The Municipal Bureau of Industry and Information Technology entrusts a third-party intermediary to carry out acceptance inspection of the project. The project acceptance should be combined with expert review and on-site acceptance.
(V) Acceptance results shall be treated as follows:
1. The items that pass the acceptance shall be concluded.
The project that has passed the acceptance inspection shall have the following basic conditions:
(1) Fully complete the investment budget, construction objectives, construction content, performance objectives and other agreements in the project task book.
(2) A qualified third-party audit institution issues a special audit report, and there are no remaining problems.
(3) In accordance with the requirements of the relevant project construction, it is necessary to carry out the single acceptance inspection of planning, environmental protection, fire protection, energy conservation, etc., and it has been accepted by the relevant departments or institutions with various qualifications.
(4) Project acceptance materials are complete.
2. If the project is difficult to complete within the implementation period due to technical, market or force majeure reasons, the project undertaking unit may apply for a one-time extension, the extension shall not exceed 12 months, and apply for acceptance again after completion. If the extension is not completed or the acceptance is not applied for before the expiration date, it will be deemed that the acceptance conditions are not met and all financial funds will be recovered.
3. For projects that have not passed the acceptance inspection and do not have the conditions for rectification, all financial funds shall be directly recovered.
4. If the project is due and fails to submit the acceptance materials on time, it shall be indicated in the submission documents, deemed as not having the acceptance conditions, and all financial funds shall be recovered. If the project fails to participate in the project acceptance on time or refuses to cooperate with the on-site inspection, it shall be deemed that the conditions for acceptance are not met, and all financial funds shall be recovered.
3. Acceptance materials
(1) Acceptance Report (Annex 1). The project undertaking unit shall fill in the first, second and third parts, sign and affix the official seal in the corresponding position. The fourth part of the acceptance comments shall be stamped with the official seal by the District Industry and information Bureau.
(2) Project Assignment Letter (photocopy).
(3) Special audit reports issued by third-party accounting firms (project investment, use of project funds, use of special funds, completion of project construction, etc.).
(4) Materials required in the annex.
Each acceptance material shall be glued into a volume in the above order and stamped with the official seal and seal of the project undertaking unit.
4. Relevant requirements
(1) On September 20, 2022, each relevant town street and park shall submit the acceptance materials (six copies of paper materials and one electronic CD) of the project undertaking unit to Wuqing District Industry and Information Technology Bureau (401, No.9 Quanwang South Road, Wuqing District). Mail is not accepted.
(2) Each relevant town, street and park shall fill in Annex 2. In the 2020 Tianjin Intelligent Manufacturing special fund project plan document, all the support projects in the direction of industry and information should be included in Annex 2, of which: the projects that agree to apply for acceptance are included in Table 1 of Annex 2; Items that cannot be accepted normally are listed in Table II of Annex 2. Table 1 and Table 2 shall be stamped with the official seal of each relevant town street and park.
V. Relevant instructions
(1) The due items within the scope of acceptance shall participate in the acceptance of this project. All relevant towns, streets and parks must issue this notice to relevant enterprises in a timely manner.
2. Improving mechanisms for encouraging trustworthiness and punishing dishonesty. Gradually establish and implement a credit record system covering the whole process of project declaration, project approval, implementation, acceptance and performance evaluation of relevant responsible subjects. For the project undertaking units that maliciously falsify the total investment, fake construction projects, and do not cooperate with the return of financial funds, the Bureau will implement a joint disciplinary mechanism together with relevant departments, and cancel the eligibility of the serious dishonest subjects to declare financial fund support.
