In order to implement the requirements of the 12th Tianjin Party Congress in planning to build more high-level innovation platforms, and give full play to the important role of Tianjin Key Laboratories in promoting disciplinary development, talent cultivation and industrial innovation, according to the relevant provisions of the Tianjin Key Laboratory Construction and Operation Management Measures (Jinke Regulation (2022) No. 5), After research, it was decided to carry out the selection of Tianjin Key Laboratory in 2022. The relevant matters are hereby notified as follows:
1. Declaration conditions
The application for the construction of Tianjin Key laboratory should meet the following basic conditions:
1. The applicant must be a legal entity such as a university, scientific research institution or enterprise registered in the administrative area of Tianjin, with strong comprehensive scientific research strength and high visibility and influence in the discipline and industry;
2. Key laboratories built by institutions such as universities and institutes must be supported by key disciplines or led by leading talents; Relying on the key laboratory of enterprise construction, the enterprise should be a national high-tech enterprise in principle, and engaged in applied basic research and key core technology research in the field for three years or more;
3. The research direction and content are clear, which should be in line with the national and Tianjin strategic objectives of economic, social and scientific and technological development, with a good research foundation, and the ability to undertake and complete key scientific research tasks of the state and Tianjin;
4. The laboratory director should be a high-level innovative talent in the field, with strong organizational management and coordination ability, and generally not more than 55 years old. The research team has a reasonable age and knowledge structure, the total number of fixed researchers is not less than 30 people, and a certain number of technical and managerial personnel;
(5) Relatively independent and centralized research rooms, the area should be more than 1,000 square meters, with advanced and complete scientific research and experimental conditions and facilities, and can be open to the outside world, with good technical support conditions and academic activity environment.
2. Identification procedures
1. Units with laboratory conditions shall fill in the Application for Tianjin Key Laboratory online according to the layout of the city\'s laboratory construction, and submit it to the Municipal Science and Technology Bureau after review by the competent department at the bureau level.
2. The Municipal Science and Technology Bureau shall conduct formal review of the declared key laboratories, and entrust third-party organizations to organize experts to conduct review and necessary field visits to the key laboratories that have passed the formal review.
3. The Municipal Science and Technology Bureau shall determine the list of key laboratories to be prepared according to the expert review.
4. The construction period of the key laboratory is two years, at the expiration of which the supporting unit will submit an application for acceptance, and the Municipal Science and Technology Bureau will entrust a third-party organization to organize experts for on-site acceptance, and it will be included in the sequence of Tianjin Key laboratories after acceptance.
3. Declaration process and time arrangement

(1) Information registration. After the declaration unit and the applicant log in to the system, they register according to the procedure requirements, and fill in the registration information of legal user and individual user.
1. Corporate user registration. Units must register according to procedures and upload relevant materials. After passing the examination by the superior competent department or the science and technology administrative department of the registration place (hereinafter referred to as the bureau level competent unit), the employees of the unit can register and declare the project as the applicant.
2. Individual user registration. The applicant must register according to the procedure, and select the option of the unit in the system, and can use the user name and password to log in to the system to fill in the declaration form after passing the review of the unit. If the unit is not found in the system, it means that the unit has not been registered or has not passed the audit, the applicant can contact the unit to register as soon as possible.
If the units and individuals who have successfully applied for Tianjin Science and Technology plan projects can directly use the registered user name and password to log in to the system.
(2) Project declaration. Fill in the user through https://kjgl.kxjs.tj.gov.cn login into the system, find the tianjin key laboratory management system, click on the online handle the button to enter the system. Application users fill in the application form, upload the complete attachment materials, and submit to the application unit. The applicant shall use the unit account to review the project and submit it online to the competent unit at the bureau level.
(3) Review by the competent unit at the bureau level. The competent unit at the bureau level shall use the department account to review the project and submit it online to the Municipal Science and Technology Bureau.
(4) Deadline
1. Project application. The project application time is from 9:00 on August 26, 2022 to 17:00 on September 12, 2022. During this time, the project needs to complete the "declaration submission" and "Unit review and approval".
2. Review by competent units at the bureau level. The examination time of the bureau level competent unit is from 9:00 on September 13, 2022 to 17:00 on September 14, 2022. During this time, the project needs to complete the "Examination of the Bureau level competent unit". It is recommended that the applicant and the reporting unit communicate with the competent unit at the bureau level in a timely manner.
3. Municipal Science and Technology Bureau review. The review time of the Municipal Science and Technology Bureau is from 9:00 on September 15, 2022 to 17:00 on September 25, 2022. Within this time, if the project is reviewed and rejected, the amendment needs to be reviewed again by the reporting unit and the bureau level competent unit. If the project passes the review of the Municipal Science and Technology Bureau, the project status bar should be displayed as "Approved by the Municipal Science and Technology Bureau". At this stage, each declared project has only one opportunity to modify, and should be modified within 3 working days after rejection and successfully submitted to the Municipal Science and Technology Bureau for review again. If it is overdue or exceeds the number of revisions, the review will no longer be accepted. For the projects that are determined not to meet the application conditions, the Municipal science and Technology Bureau will directly not accept and will not allow amendments.
4. Precautions
1. The declared laboratory must meet the required declaration conditions. The name of the laboratory should highlight the advantages and characteristics, avoid being too broad, and be uniformly named "Tianjin ×××× Key Laboratory". The research direction and construction objectives can cover all or part of the scientific research tasks in the corresponding layout key direction.
2. Encourage enterprises and colleges and universities to jointly build, strengthen the transformation of results through industry-university-research cooperation, and promote the integration of innovation chain and industrial chain. For the jointly built laboratory, the main supporting unit must separately meet the requirements for declaration.
3. The fixed personnel of the newly declared laboratory shall not serve as fixed personnel in the existing Tianjin Key Laboratory.
