In order to do a good job in the application and recommendation of leading talents, the relevant matters are hereby notified as follows.
I. General requirements
Highlight the "high-precision and high-precision" orientation and industrial demand, and accelerate the introduction of talents and teams that master key technologies, have independent innovation results, and have the potential to realize industrialization.
2. Object of application and qualification conditions
Love the motherland, support the leadership of the Party, abide by laws and regulations, have a decent academic style and good conduct, the research field is in line with the development direction of key industries or disciplines in our city, and have made significant achievements in original innovation or independent innovation, and have come to work in Zimbabwe full-time since January 1, 2021, or have not yet come to Zimbabwe but intend to work full-time in Zimbabwe, generally under the age of 55, And meet one of the following conditions.
(1) Personnel engaged in basic research, with profound academic attainments and forward-looking academic vision, able to organize and lead scientific research teams to engage in high-level research work, and achieve original scientific and technological achievements with certain influence or scientific research achievements of important academic value; Or it can open up new research fields, creatively solve academic problems, and put forward academic viewpoints or research methods that are recognized and widely cited by academic circles at home and abroad to promote the development of the discipline.
(2) Personnel engaged in applied research, technology development and popularization, who, as technological leaders, have made outstanding contributions to key core technologies and achieved significant social and economic benefits; Or the science and technology promotion project presided over by the technical leader has reached a significant scale and obtained outstanding benefits; Or put forward valuable new ideas and new methods in solving the problems of national economy, national security and social development.
(3) Other leading talents who have high visibility and influence in the industry and can make outstanding contributions to the economic and social development of our city.
3. Declaration requirements and procedures
(1) Fill in the declaration form. Employers log in the "Tianjin Talent Work network" to download the "Application for the introduction of Leading talents", fill in the basic information of the introduction of talents, representative results, work plan to Tianjin, etc., and attach relevant certification materials, and submit to the relevant towns, streets and parks.
(2) Recommendation. The Park shall conduct formal review of the contents of the declaration and related certification materials, and submit the qualified documents to the Talent Office of the District Committee.
4. Job requirements
(1) The Park shall be responsible for organizing the declaration work of enterprises under its jurisdiction (including units stationed in Tianjin, excluding state-owned enterprises belonging to the city), and shall promptly deploy and promote, organize employers to map out qualified applicants, do a good job of consultation and guidance, and improve the accuracy and effectiveness of talent selection work.
(2) The employer shall strictly check the qualifications of the applicant and be responsible for the authenticity, integrity and standardization of the declaration materials. Each employing unit is the main body of talent introduction and use, so it is necessary to enhance the consciousness of subject and responsibility, and strictly control the moral quality and professional ability of candidates.
(3) The Park shall send the electronic version of the application materials to the mailbox of the Talent Office of the District Committee before August 29, 2022, and submit the stamped paper version of the materials to Room 402, Building A of the District Administration Center. Failure to provide relevant materials within the prescribed time, affecting the overall progress of the work, cancel the eligibility for this declaration.
