The relevant matters are hereby notified as follows:
1. Evaluation scope
Professional and technical personnel working in enterprises, public institutions, social organizations, non-public economic organizations and social organizations in our city (including the central government and other provinces and cities in Tianjin) from the Internet of Things intelligent perception networking engineering, Internet of Things cloud computing and data processing engineering, Internet of Things application engineering, Internet of Things security and test engineering, etc. As well as freelancers engaged in related work, new employment forms of workers, who meet the declaration conditions, can participate in the Internet of Things professional title evaluation. For institutions that fully implement job management and whose academic and technical level of professional and technical personnel is closely related to their job responsibilities, the evaluation of professional titles in the Internet of Things should be carried out within the proportion of the job structure.
The professional titles of the Internet of Things are junior, intermediate and senior, among which the junior titles are divided into the staff level and the assistant level, and the senior titles are divided into deputy senior and senior. The corresponding qualification names for each level are: Technician, Assistant Engineer, Engineer, Senior Engineer, and Senior Engineer.
(1) The junior title (technician, assistant engineer) shall be employed by the unit
Style. The employing unit shall, in accordance with the relevant regulations of our city, independently appoint the junior title of the qualified personnel after passing the performance assessment.
(2) Intermediate title (engineer), senior title (senior engineer, senior engineer) adopt the evaluation method. The professional title evaluation committee shall organize the evaluation experts to carry out the evaluation, and the personnel who pass the evaluation shall obtain the corresponding titles and be appointed by the employing units.
4. Evaluation institutions
(1) The Municipal Association for Science and Technology is the professional competent department of engineering and technology series of Internet of Things professional titles, responsible for the establishment of Tianjin engineering and technology series of Internet of Things professional deputy senior title review committee, to carry out intermediate and deputy senior title review work, title review office is located in Tianjin Institute of Engineers. In accordance with the requirements of the city\'s professional title review expert database system, establish a chairman of no less than 3 people, establish no less than 33 other review expert database, composed of experts with senior titles in related professions of the Internet of things (of which, the number of senior titles is not less than 1/2 of the total number, and enterprise experts are not less than 1/3), explore the Beijing-Tianjin-Hebei peer experts into the review expert database.
(2) The assessment of senior professional titles of the Internet of Things is responsible for the assessment committee of senior professional titles of Tianjin Engineering and Technology series, the professional title assessment office is located in the Tianjin Talent Evaluation Center, and the expert pool of senior assessment will increase a certain number of senior professional titles experts of the Internet of things.
5. Evaluation criteria

The evaluation of professional titles of the Internet of Things relies on the Tianjin professional and technical personnel title Evaluation Information System (hereinafter referred to as the title evaluation information system) to carry out the implementation of "online declaration, online acceptance, online review, online review, online certification, online inspection". The procedures of independent employment shall be implemented by the employer in accordance with the relevant regulations of our city. The specific procedures of title evaluation are as follows:
(1) Announcement of arrangements. According to the overall arrangement of the annual title review work of the Municipal Human Resources and Social Security Bureau, the Tianjin Institute of Engineers announced the specific arrangement of the senior, deputy senior and intermediate title review work of the Internet of Things professional title in the year.
(2) Application for examination. The applicant shall log in the title evaluation information system within the prescribed time limit, fill in the relevant information online, upload the supporting materials, and submit it to the competent business department after being approved by the employer.
(3) Review publicity. After the approval of the competent business department, the application materials will be submitted to the professional title review office, the professional title review office through the professional title review information system to arrange the review plan and online extraction of review experts, hold an expert review meeting, and publicize the list of approved personnel in the professional title review information system.
(4) Obtain a certificate. If there is no objection to the publicity, the professional title review office shall publish the evaluation results in the professional title review information system, and generate an electronic professional title certificate.
7. Policy Guarantee

The applicant can substitute the paper with the patent, project, case, research report, trial production summary, work plan, design document, "performance Certificate letter" and other results independently recognized by the enterprise.
(2) The personnel who have obtained the primary professional technical level certificate of the Internet of Things can be directly and independently employed as assistant engineers by the employing unit; Persons who have obtained intermediate professional and technical certificates may be directly and independently employed as engineers by the employing unit; Persons who have obtained senior professional and technical grade certificates may directly apply for senior engineers.
(3) The enterprise can independently employ the talents who have obtained the assistant engineer for more than 2 years for the doctor, post-doctor or master. Postdoctoral researchers engaged in scientific research work in postdoctoral research workstations and postdoctoral innovation practice bases in private enterprises, who have been funded by provincial or ministerial level funds or completed scientific research projects at or above provincial or ministerial level as main participants, and stay in the enterprise after leaving the station, the enterprise can be appointed as senior engineers.
(4) According to the spirit of the Notice of the Municipal Human Resources and Social Security Bureau on Further Improving the Evaluation of professional titles to Stimulate the Innovation Vitality of Enterprises (Jinren and Social Security Bureau (2019) No. 15), enterprises can directly declare the corresponding level of professional titles for talents introduced at home and abroad, talents urgently needed and outstanding young talents according to their performance level; Sign a work agreement with an enterprise in the Internet of Things industry in our city for more than 1 year and work in Tianjin for no less than 2 months a year, introduce talents from the flexible professional work of the Internet of things, and declare the professional title of the Internet of things.
(5) Highly skilled talents who meet the professional qualifications related to the Internet of Things can declare the corresponding level of the Internet of Things professional title.
(6) Personnel who have obtained other series (professional) titles and have worked in professional positions related to the Internet of Things for at least 1 year can be transferred to the Internet of Things professional titles of the same level; Those who meet the requirements of the Internet of Things professional title declaration can directly declare.
(7) Non-public economic organization personnel, freelancers, and new employment forms of workers can apply for professional titles of the Internet of Things in accordance with the relevant provisions of the Notice of the Municipal Human Resources and Social Security Bureau on Further Doing a good job of the title of Private Enterprises (Jinren Society Regulation Word (2020) No. 4).

(9) The Internet of Things related enterprises outside the city absorbed by the Tianjin Industrial Talent Innovation and Entrepreneurship Alliance can participate in the professional title evaluation by the entrusted letter issued by the provincial human resources and social security department.
(10) For those who participate in iot related professional competitions organized by the Ministry of Human Resources and Social Security and the provincial Department of Human Resources and Social Security and the post-doctoral innovation and Entrepreneurship competition, and win the third prize or above of the Ministry of Human Resources and Social Security and the first prize of the provincial department of Human Security and Social security, they can directly apply for the associate senior title of the Internet of Things professional; The top three team winners of the first prize, the top two team winners of the second prize and the third prize leaders of the Ministry of Human Resources and Social Security competition can directly apply for senior professional titles of the Internet of Things.
8. Organization guarantee
