Enterprises in the development zone:
In accordance with the requirements of the "Measures for the Identification and Administration of High-tech Enterprises" (GuoKefei [2016] No. 32) and the "Guidelines for the Identification and Administration of High-tech Enterprises" (GuoKefei [2016] No. 195) (hereinafter referred to as the "Identification Measures" and "Work Guidelines"), The work arrangement for the identification of high-tech enterprises (hereinafter referred to as high enterprises) in 2022 is notified as follows, and enterprises in the development zone are requested to do a good job in the declaration.
First, the national high level identification
The development zone shall be responsible for the propaganda guidance and service work of the enterprises applying, and conduct preliminary review of the qualifications and application materials of enterprises within the jurisdiction, recommend the application and issue a recommendation letter.
(1) The expiration should be re-identified as high
Step 1: Scope
Recognized in 2019, the high level that should be re-recognized in 2022 (the certificate number starts with GR2019).

The deadline for the development zone to receive the letter of commitment (see Annex 8 for the template) and application materials is August 3.
(2) Newly declared enterprises
Step 1: Scope
Enterprises other than those that should be re-identified when they expire.
2. Schedule
The normal acceptance will be reviewed in two batches. The deadline for the development zone to receive the letter of commitment (see Annex 8 for the template) and the application materials is June 2 and July 1 respectively.
(3) Requirements for application materials
The applicant shall, in accordance with the relevant requirements of the Identification Measures and the Work Guidelines, organize the application materials, the paper materials and the recommendation letter issued by the development zone (see Annex 3 for the template), the letter of commitment of the applicant\'s high-tech enterprise (see Annex 4 for the template), and the letter of commitment of the consulting service agency (see Annex 5 for the template) and submit them to the District Science and Technology Bureau. At the same time, enterprises shall truthfully fill in the information form for Identification of High-tech Enterprises in 2022 (see Annex 6 for the template), and send the electronic version of the form to email wqkfqkjfwb@tj.gov.cn, Science and Technology Talent Department of the Development Zone, and wqkqbywk@tjwq.gov.cn, Science and Technology Bureau of the District respectively.
1. Enterprises can choose to apply in the form of informed commitment or non-informed commitment.
Application method 1: Inform commitment method
If the enterprise chooses to apply the notification commitment system, refer to the "Notice of the Ministry of Science and Technology on the implementation of the Notification commitment System for the Identification of relevant certification matters by high-tech enterprises" (GuoKefu (2021) No. 362) document implementation (applicable certification matters include "business license and other enterprise registration documents" "patent certificate and other enterprise intellectual property documents"). Enterprises can log in to the Gaoji management system through the "Government Service Platform of Ministry of Science and Technology" (https://fuwu.most.gov.cn) to select the notification commitment system, print the Letter of Notification Commitment generated by the system, and upload it to the management system after being signed by the legal person and stamped with the official seal of the enterprise. At the same time, the original Letter of Commitment for Notification of Certification Matters shall be submitted with the enterprise declaration materials, and other certification materials applicable to the certification matters shall not be provided.
Application method 2: non-notification commitment method
If the enterprise chooses to handle the non-notification commitment system, the applicant enterprise shall provide the required certification materials for the relevant matters as required.
Submit two copies (one is and one copy) of paper declaration materials (the original special audit report is the original). See Attachment 1 for the reference format of the declaration materials. At the same time, log in to the "Government Service platform of the Ministry of Science and Technology" (https://fuwu.most.gov.cn), scan and upload the whole paper materials as required to ensure clarity.
3. The position of the spine indicates the new identification/re-identification, the name of the enterprise, the field and the area (functional area).
Special note: All the declaration materials of the enterprise should be guaranteed to be true and effective. Once found and verified to provide false materials, it will automatically lose the declaration qualification and be included in the integrity blacklist; The declaration materials in the system shall be consistent with the contents of the enterprise paper declaration materials.
Second, the national high name change or major changes
(1) Scope
An enterprise that has undergone a name change or significant change related to the conditions of identification (such as division, merger, reorganization, and changes in operating business, etc.) during the high validity period.
1. Simply change your name
If the name of the enterprise has changed and the business has not changed, the following materials (in duplicate) must be submitted to the District Science and Technology Bureau:
(1) "Letter of Credit Commitment for Simple Name Change of High-tech Enterprises" (see Annex 7 for template)
(2) Application for Name Change of High-tech Enterprise;
(3) Notice of approval of change and other documents of name change issued by the market supervision department;
(4) A copy of the business license before and after the name change;
(5) A copy of the High-tech Enterprise Certificate within the validity period.
2. Significant changes (separation, merger, reorganization and changes in operating business)
(1) For material changes occurring on or before December 31, 2021, in addition to simply changing the above materials (Materials (2) - (5), it is not necessary to submit if the name has not been changed), it is also necessary to apply for material changes in the high level (same as the high level declaration materials, relevant materials for 2019-2021, The recommendation letter issued by the development zone (see Annex 3 for the template), the letter of commitment of high-tech enterprises of the reporting unit (see Annex 4 for the template), and the letter of commitment of consulting service institutions (see Annex 5 for the template) shall be reported to the District Science and Technology Bureau, and the spine shall indicate the major changes, the name of the enterprise, the field and the region (functional area).
(2) In case of major changes occurring on or after January 1, 2022, in addition to simply changing the above materials (materials (2) - (5), if the name has not been changed, it is not necessary to submit), it is also necessary to submit high material change declaration materials in 2023 (with high material declaration materials, relevant materials for the year 2020-2022), The specific acceptance time is subject to the work arrangement in 2023.
(2) Time arrangement
Normal acceptance, batch processing, the deadline for receiving application materials by the District Science and Technology Bureau is:
The first batch: April 29 (if the enterprise participates in the re-identification of this year, submit in this batch);
Second batch: August 15;
Batch 3: November 15.
Third, the overall relocation of high enterprises
(1) Scope
Certificate within the validity period, foreign provinces and cities have been identified as a high overall move into our city of enterprises.
(2) Schedule and requirements
The high enterprises that have been identified by other provinces and cities as a whole move into our city shall be accepted normally and handled in batches. The following certification materials shall be submitted to the District Science and Technology Bureau (in duplicate) :
1. "High-tech Enterprise Certificate" within the validity period;
2. Business license before and after moving in;
3. Notice of permission to move in;
4. Tax clearance certificate of the original location of the enterprise;
5. Company profile (including the basic situation of the company and the relocation situation);
6. Tax return and annual audit report for the year before the company moves in.
4. Financial intermediaries
The special audit (authentication) report identified by the high-tech enterprise shall be issued by the financial intermediary that meets the conditions stipulated in the Work Guidelines, and the financial intermediary shall adopt the commitment system and be selected by the enterprise itself. The financial intermediary shall check whether it meets the conditions and truthfully issue the intermediary commitment letter (see page 17 in Annex 1 for the style).
5. Relevant instructions on the work of high cultivation and storage
The specific work arrangements for the storage of high-enterprise cultivation shall be subject to the notice of the Science and Technology Bureau. If the self-assessment of the enterprise meets the national high enterprise identification standards, it can not be stored, and directly apply for national high-tech enterprises.
V. Other matters
(1) The Municipal high Identification Office accepts applications in strict accordance with relevant standards and procedures, does not charge any fees, and does not designate or entrust any intermediary to carry out high identification services. No institution shall carry out services in the name of the municipal high Enterprise Identification Office or the Municipal Science and Technology Bureau, the District science and Technology Bureau or the designated agency of the development zone.
(2) All enterprises are requested to do a good job in the identification and declaration of high enterprises in accordance with the relevant requirements of epidemic prevention and control.
