First, support areas
The declaration of the first major technical equipment insurance compensation project in 2022 is divided into two categories: the first insurance project (the first insurance from January 1, 2021 to December 31, 2021) and the renewal project (the first insurance from January 1, 2020 to December 31, 2020, has obtained insurance compensation and continuous insurance).
(1) The first guarantee item
The first guarantee project focuses on key industrial chains such as industrial mother-machines, 5G new generation information technology, biomedicine and high-end medical equipment, and agricultural machinery, and supports equipment in key areas around the "First (set) Major Technical Equipment Promotion and Application Guidance Catalog (2019 edition)" (see Annex 1).
(2) Renewal items
The support area of the renewal project remains unchanged according to the support area in 2021, and the maximum insurance compensation period for continuous insurance is 2 years, that is, the first insurance project that receives insurance compensation in 2021 can declare the renewal project in 2022 as required.
2. Forms of declaration

3. Declaration procedures
(1) Enterprise declaration
Equipment manufacturing enterprises that have insured the first (set) of major technical equipment comprehensive insurance or selected internationally accepted insurance clauses shall submit an application to the local industrial and information technology authorities as required, and complete the submission of online and paper materials.
(2) Preliminary examination of the recommended unit
The competent departments of industry and information technology in each district conscientiously organize the district to carry out the project declaration according to the requirements, and conduct the preliminary examination of the accuracy, completeness and policy compliance of the application materials, and complete the submission of paper materials.
4. Declaration time
(1) All relevant enterprises are requested to fill in the online form in a timely manner to complete the generation of the declaration form.
(2) The district industrial and information technology departments are requested to complete the preliminary examination of the enterprises and complete the paper documents before March 28, 2022, and submit them to the Equipment Industry Department of the Municipal Bureau of Industry and Information Technology.
5. Declaration requirements
(1) Equipment manufacturing enterprises, insurance institutions and equipment users should strictly abide by relevant national laws and regulations, strengthen business control, and ensure that the application materials are true, complete, effective and accurate.
(2) The insured enterprises apply for insurance compensation after the equipment value meets the requirements (see Annex 1), and the Ministry of Industry and Information Technology will dynamically adjust the minimum value of the equipment according to the financial budget of the premium subsidy.
(3) All units are requested to seriously organize the declaration and preliminary review work, put an end to insurance fraud and other acts, and ensure the effect of the use of financial funds. The Ministry of Industry and Information Technology will organize inspections according to the situation, and the reporting enterprises that are found to have cheated insurance and compensation will be punished according to regulations.
(4) Project declaration units that conceal or fail to report major issues, maliciously falsify, intentionally provide false materials, and attempt to defraud financial funds shall not be allowed to declare all types of funds and pilot demonstrations that the Ministry of Industry and Information Technology is responsible for in the future.
(5) Insurance companies that resort to fraud and defraud financial funds in the declaration work shall not participate in the declaration of insurance compensation projects of the Ministry of Industry and Information Technology in the future.
