2. Conditions and scope of declaration

The application project should have a clear construction start and completion time, and a clear target market.
Has a reasonable profit expectation, has completed the feasibility demonstration, has a certain basis for implementation, has started implementation and has not yet completed.
3. Declaration method
Implement the combination of online declaration and paper declaration.
The port of the declaration system will be open during the declaration period and closed after the deadline, and the project will not be declared again.
Each reporting unit completes the network declaration and submits the stamped copy of the paper declaration materials (in duplicate). The network declaration materials and the paper declaration materials must be completely consistent. The paper declaration materials should be submitted to the Cultural Reform Office of the Publicity Department of Tianjin Municipal Committee before November 1, and uniformly submitted to the Propaganda Department of the Central Committee after review.
4. Job requirements
1. 3. In principle, each enterprise shall declare no more than 1 project, the total number of group and subordinate enterprises shall not exceed 4, and the total number of each district shall not exceed 2.
