According to the "Notice of the Municipal Finance Bureau of the Municipal Human Resources and Social Security Bureau on Further Strengthening the Stabilization work of unemployment Insurance Assistance" (Jinren and Social Security Bureau issued [2018] No. 22), the reduction rate of unemployment insurance premiums paid in accordance with the law has been lower than 6% in the past two years. And the employer that has signed or renewed (changed) long-term labor contracts for 5 years or more (hereinafter referred to as "long-term labor contracts") with male employees over 50 years old and female employees over 40 years old, according to the number of long-term labor contracts signed or renewed (changed), in accordance with the minimum social insurance contribution base, Social insurance subsidies shall be given to the proportion of contributions made by old-age insurance units, the proportion of contributions made by medical insurance units for serious diseases and the proportion of contributions made by unemployment insurance units. Where the term of the labor contract is less than 5 years but less than 10 years, the subsidy period is 12 months; If the term of the labor contract is 10 years or more or there is no fixed term, the subsidy period is 24 months. The social security subsidy policy for stable labor relations for older workers will be implemented until December 31, 2021.

Layoff rate = the number of enterprises receiving unemployment insurance benefits in the previous year ÷ the average number of employees participating in the insurance in the previous year.

The municipal human resources and social security department will entrust a third-party agency to inspect the subsidies enjoyed by units and individuals, verify whether the units have received subsidy funds in full in accordance with the provisions of the accounting accounts of the unit, cancel the subsidy eligibility of units or individuals found to provide false declaration materials to recover subsidy funds, and impose administrative penalties on those who defraud subsidies in accordance with the law. Those who are seriously suspected of committing crimes shall be transferred to the relevant departments for handling according to law.
