Pre-notice on collecting typical scenarios of intelligent manufacturing
Departments in charge of industry and information technology of provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed under the plan, and Xinjiang Production and Construction Corps:
In order to implement the key tasks of the "14th Five-Year Plan for National Economic and Social Development of the People\'s Republic of China and the Outline of 2035 Vision Goals" and do a good job in the construction of intelligent manufacturing demonstration factories, a number of typical scenarios of intelligent manufacturing are now collected nationwide (hereinafter referred to as typical scenarios) to form a number of replicable and scalable results. Advance notice of relevant matters is as follows:
1. Declaration requirements
(1) The subject of the declaration is a production enterprise registered in the territory of the People\'s Republic of China, with the status of an independent legal person (where there are special circumstances in the petroleum and petrochemical industries, the branch of the legal person is allowed to declare), with good economic benefits and good credit record. System solution providers are encouraged to participate in the joint filing.
(2) The typical scenario technology should be at the leading domestic or international level, with a strong demonstration and leading role, the key technical equipment and industrial software used must be safe and controllable, and the solution must be free from intellectual property disputes.
(3) The application subject shall prepare the application materials with reference to the "Smart Manufacturing Typical Scenario Reference Guidelines (2021)" (see Annex 1) and the "Smart Manufacturing Typical Scenario Declaration" (see Annex 2), and may fill in other links and scenarios according to the actual situation, and the number of application scenarios is not limited.
(4) The scene description should be prominent, concise and logical, and can provide reference from the implementation method and implementation elements, guide innovation, and have strong readability. The number of words in each scene should be less than 3000 words, and can be illustrated with pictures.
(5) The applicant is willing to actively cooperate with the on-site assessment and publicity summary, and actively promote the experience.
(6) In the past three years, there have been no major or extremely large production safety accidents, major or extremely large environmental accidents, and no social stability events that have caused adverse impacts.
2. Organization and implementation
(1) The local industry and information technology departments are responsible for the recommendation of typical scenarios in the region, and the recommendation work should follow the principle of government guidance and voluntary enterprise. There are no more than 30 reporting subjects recommended by the provincial industrial and information technology authorities, no more than 10 reporting subjects recommended by the industrial and information technology authorities of each planned city and Xinjiang Production and Construction Corps, and central enterprises recommended by the local industrial and information technology authorities do not account for the territorial indicators. Each reporting subject can declare multiple scenes.
(2) The local industrial and information technology authorities are requested to closely combine the actual work, conduct in-depth investigation and comparison, select excellent scenarios, and fill in the "Recommended Summary Table of typical scenarios of intelligent Manufacturing" in the recommended order of priority (see Annex 3). After the formal notice is issued, it shall be submitted to the Ministry of Industry and Information Technology (the first Department of Assembly Industry).
(3) The Ministry of Industry and Information Technology will organize experts to evaluate the typical scenes recommended by various places, and the results of the selection will be publicized to the whole society, and the scenes with no objections will be officially released and carried out publicity and promotion.
Local competent departments of industry and information technology are requested to carry out work as soon as possible in accordance with the requirements of the pre-notice, and the specific requirements are subject to the formal notice.
