According to the Interim Regulations on the Publicity of Enterprise Information (Order of The State Council No. 654), Measures for the Administration of Credit Information of Market Entities of Tianjin (Order of the Government of Tianjin No. 24), Interim Measures for the Annual Report of Individual Industrial and Commercial Enterprises (Order of the State Administration for Industry and Commerce No. 69) and Interim Measures for the Publicity of the Annual Report of Farmer Specialized Cooperatives (Order of the State Administration for Industry and Commerce) No. 70) Relevant provisions, each enterprise shall be from January 1, 2021 to June 30 to publish the 2020 annual report. This notice is as follows:
1. It shall be submitted to the subject of publicity
The following types of market entities registered within Tianjin are required to submit published annual reports (except those whose business licenses have been cancelled and revoked) :
1. Limited liability companies, joint stock limited companies, non-incorporated enterprises as legal persons, partnerships, private enterprises, sole proprietorship enterprises or branches of enterprises above, foreign (regional) enterprises engaged in production and business activities within the territory of China, and other business units.
2. Individual industrial and commercial enterprises.
3. Specialized farmer cooperatives and their branches.
Market entities registered in 2020 shall submit and publicize the annual report of the previous year from 2021.

Two, annual report time
The annual report of enterprises, individual industrial and commercial households and farmers\' specialized cooperatives will be uniformly held from 00:00 on January 1, 2021 to 24:00 on June 30, 2021.
Three, the annual report to the public
(1) Enterprises and specialized farmer cooperatives shall submit annual reports to the market regulatory authorities through the Tianjin Market Entity credit Information Publicity System (Credit.scjg.T.j.gov.cn) or the National Enterprise Credit Information Publicity System (Tianjin) (TDj.gsxt.gov.cn), and publicize the annual reports to the society.
(2) Individual industrial and commercial households may submit annual reports to market regulatory authorities through Tianjin Market Entity credit Information Publicity System (credit.scjg.T.j.gov.cn) or the National Enterprise Credit Information Publicity System (Tianjin) (TDj.gsxt.gov.cn), and may choose to publicize or not publicize the contents of the annual reports. It may also directly submit a paper annual report form to the market supervision office in the place of registration. If a paper annual report is submitted, the contents of the annual report shall not be publicized.
(3) Customs management enterprises can complete the "multiple reports in one" annual report through the publicity system from 7 days later, log in the "China Customs enterprise import and export credit information publicity platform", query the status of the customs received enterprise annual report.
Iv. Reporting method of Annual report
The original login method of the annual report of the market subject in 2020 remains unchanged. The market subject completes identity authentication in accordance with the public announcement system "enterprise liaison officer login" or "electronic business license login" and submits the public annual report.
(I) Enterprise liaison staff log in.
Enterprise liaison staff login after receiving mobile phone verification code to report the public annual report. For new users, please first register the contact information of the enterprise, and then log in after completing the identity authentication. If the information of the registered enterprise liaison officer changes in previous years, the information of the liaison officer should be changed before the declaration.
The same mobile phone number can receive no more than 20 verification codes per day. Ensure that the mobile phone used for registration is unblocked.
(2) Electronic business license login.
Market players who have installed the mini program of "electronic Business license" in wechat/Alipay APP and obtained the electronic business license, after authorized by the legal representative, can submit the annual report to the public by "scanning" the two-dimensional code and logging in.
V. Main contents of the Annual Report
(a) the main contents of the enterprise "multiple reports in one" annual report:
1. Correspondence address, postal code, telephone number, email and other information of the enterprise; 2. Business opening, closing, liquidation and other existing status information; 3. Information on the establishment and purchase of equity by the enterprise; 4. If the enterprise is a limited liability company or a company limited by shares, the amount of capital contribution subscribed and actually paid by its shareholders or sponsors, the time and method of capital contribution, etc.; 5. Limited liability company shareholders\' equity transfer and other equity change information; 6. The name, website and other information of the enterprise website and the online shop engaged in network operation; 7. Information on the number of employees, total assets, total liabilities, external guarantees provided, total owners\' equity, total operating income, main business income, total profit, net profit and total tax payment. 8. Social security information such as the number of people participating in various types of insurance, the payment base of the unit, the actual payment amount of the current period, and the accumulated amount of unpaid payment of the unit; 9. The main business activities of the enterprise, female employees, the holding status of the enterprise, the name of the enterprise affiliated to the parent company of the branch and the statistical information of the unified social credit code; 10. Special equipment information. The information provided in items 1 to 6 shall be publicized to the public; The information stipulated in Item 7 shall be disclosed to the public by the enterprise; The 8th and 9th information for human resources social security and statistics department annual report matters, unit payment base and other parts of the annual report matters can choose to public or not public; Item 10 information for all enterprises to report the annual report of special equipment related matters, by the enterprise to fill in and publicize to the society.
Major contents for large enterprises:
(1) whether there are overdue payments to smes stipulated in the Regulations on Payment Protection for smes (Decree No. 728 of The State Council); (2) The number of contracts for which payment to smes is overdue; (3) the contract amount which has not been paid to the small and medium-sized enterprises after the deadline; (4) Fill in the description. If large enterprises report information about overdue payments to small and medium-sized enterprises, the enterprises shall fill it out and publicize it to the public.
The main contents to be completed by enterprises under customs administration are as follows:
(1) Customs registration information; (2) Supplementary information on operation (currency: RMB); (3) self-management information of enterprises; (4) Information of goods under customs duty reduction supervision. Customs annual report information is not published to the public in the public announcement system.
Vaccine manufacturers, special equipment manufacturers and filling units need to fill in (confirm) the main contents:
(1) Vaccine production license information; (2) Production license information of special equipment; (3) The license information of the filling unit. Key industries and areas of enterprise annual report through information sharing, the above key industries license information recorded in the name of the enterprise and in the enterprise annual report to the public.
The main contents to be completed by foreign-invested enterprises (institutions) :
(1) Basic information on foreign investment; (2) Investor information; (3) Information on the operation of foreign investment; (4) Information on claims and debts; (5) Information on tax reduction and exemption of imported equipment; (6) Information on assets and liabilities; (7) Information on the subsidiaries of foreign-invested investment companies (filled in with the merger of subsidiaries). In 2020, we will continue to implement the foreign investment information reporting system, and realize that foreign-invested enterprises can submit annual report information through the public announcement system, in which data with * will be collected through system sharing. The contents of the annual information report of foreign-invested enterprises will not be publicized to the public in the publicity system, but the annual data will be shared by the Ministry of Commerce and the State Administration for Market Regulation.
(2) Main contents of the Annual Report of "multiple reports in One" for individual industrial and commercial enterprises:
1. Administrative license to obtain and change information; 2. Production and management information; 3. The name, website and other information of the website opened or the online shop engaged in online business; 4. Contact information and other information; 5. Special equipment information; 6. Other information required to be submitted according to law. Among them, item 5 is that all individual industrial and commercial enterprises should submit annual reports of special equipment related matters, which should be filled out by individual industrial and commercial enterprises and publicized to the society.
The main contents of individual industrial and commercial enterprises under customs administration shall be completed as follows:
(1) Customs registration information; (2) supplementary information on operation; (3) Information of goods under customs duty reduction supervision. Customs annual report matters are not publicized to the public in the publicity system.
(3) The main contents of the Annual Report of "Multi-newspaper Integration" of farmer specialized cooperatives:
1. Administrative license to obtain and change information; 2. Production and management information; 3. Asset status information; 4. The name, website and other information of the website opened or the online shop engaged in network operation; 5. Contact information; 6. Social security information; 7. Statistical information; 8. Special equipment information; 9. Other information required to be disclosed by law. Among them, item 8 information for all the annual reports of farmers\' professional cooperatives need to submit annual reports about special equipment, which will be filled out by farmers\' professional cooperatives and publicized to the society.
The main contents to be completed for the specialized farmer cooperatives under customs administration are as follows:
(1) Customs registration information; (2) Supplementary information on operation (currency: RMB); (3) self-management information of enterprises; (4) Information of goods under customs duty reduction supervision. Customs annual report matters are not publicized to the public in the publicity system.
Vi. Legal consequences of violating the obligation of information disclosure
(1) Enterprises and specialized farmer cooperatives that fail to submit their annual reports to the public as required shall be included in the list of abnormal operations by the market supervision department according to law; Individual industrial and commercial businesses that fail to submit annual reports in accordance with regulations will be marked as abnormal business status. The listed or marked information will be publicized to the public by the market regulatory authorities through the Tianjin Market Entities Credit Information Publicity System and the National Enterprise Credit Information Publicity System (Tianjin).
(2) Enterprises, individual industrial and commercial households and specialized farmer cooperatives that submit annual reports shall be responsible for the authenticity and timeliness of the contents of the annual reports submitted by them, and shall know and sign the "Letter of Public Credit Undertaking for Filling in and Submitting Annual Reports of Market Entities" to the public. Market supervision departments will organize and carry out inspection activities on information publicized by market entities in accordance with the law. For those who practice fraud by concealing the true situation of the published information, or cannot be contacted through the registered domicile or business site, the market supervision department shall include them in the list of abnormal operations or mark them as abnormal operations according to law. If the circumstances are serious, the competent department shall impose administrative penalties in accordance with relevant laws and administrative regulations; If it causes losses to others, it shall be liable for compensation according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law.
(3) The enterprises listed in the abnormal operation directory, specialized farmer cooperatives and individual industrial and commercial households marked with abnormal operation shall be classified as "warning" in terms of credit risk, which shall be marked with yellow characters and publicized to the public.
(4) The enterprises listed in the abnormal business list fail to fulfill the obligation of publicity in accordance with the provisions for more than 3 years, will be listed in the list of serious illegal and dishonest enterprises, and through the publicity system to the public. The credit risk classification of companies on the list of serious law-breaking and trust-breaking enterprises has been lowered to "trust-breaking", marked in red font. The legal representative or person in charge of an enterprise that is listed in the list of enterprises that seriously violate laws and break faith shall not be allowed to serve as the legal representative or person in charge of another enterprise within three years.
(5) With respect to market entities listed in the list of abnormal business operations or marked as abnormal business operations, all administrative organs will intensify law enforcement inspection and take disciplinary measures of restricting or banning entry in accordance with the law. The municipal and district level people\'s governments and their relevant departments also take the credit information of market players as an important consideration factor in the work of operation, investment and financing, obtaining government-supplied land, import and export, entry and exit, registering new companies, bidding and bidding, government procurement, obtaining honors, security permits, production and operation permits, employment qualifications, qualification review, supervision and inspection.
