According to the requirements of the Notice of Ministry of Science and Technology on Application for 2021 China Government Friendship Award (Guoke Fazhi (2021) No. 82), the Municipal Science and Technology Bureau plans to start the application for 2021 China Government Friendship Award. The relevant matters are hereby notified as follows:
I. Conditions and scope of declaration
(1) Having foreign nationality and having a firm stance and long-term friendship with China.
2. Making important contributions to China\'s economic and social development.
(3) Making important contributions to China in relevant fields in bilateral or multilateral international exchanges and cooperation. Priority will be given to foreign experts who have made important contributions to international cooperation in the fight against COVID-19.
(4) Making important contributions to promoting exchanges and training of talents with China.
5. Making important contributions to telling China\'s story well and spreading China\'s voice.
(6) Having a good reputation and wider social influence for selfless devotion in China\'s border and poverty-stricken areas.
(7) The specialty does not involve confidential or sensitive fields.
(8) Foreign experts who have won the "Haihe Friendship Award" of Tianjin will be given priority to recommend the Friendship Award of the Chinese government. Those who have won the Friendship Award of the Chinese government will not be declared again.
2. Application materials and contents
(1) Application materials. The recommending units shall fill in and submit the 2021 China Government Friendship Award Application Elements Form online (Attachment 1), seal and scan the 2021 China Government Friendship Award Application Signature page (Attachment 2), and upload it to the application system. The content of the application should be objective and true, with prominent points and accurate figures. The words of the performance introduction should be no more than 600 words, and it should emphasize that the recommended candidate has participated in the construction of "Five modern Tianjin" in recent years, promoted industrial transformation and upgrading, driven innovation and entrepreneurship, promoted five development concepts, and spread the voice of China. As well as science and technology, education, culture, sports and other undertakings in the healthy development of the important role and outstanding achievements.
(2) Certification materials. The applicant\'s performance certification materials mainly include: reflect the applicant engaged in the field, subject, project overview, domestic and foreign technology gap, major technical or management problems solved after coming to Tianjin supporting materials; Copies of relevant reports and approval documents of major projects and key subjects presided over (participated in) by foreign experts after coming to Tianjin; Certificate of major achievements (award certificate, representative works, patent certificate, product certificate, etc.); Proof of participation in public welfare activities in China. Such materials shall be uploaded to the corresponding position of the system by uploading attachments.
(3) Other materials. The necessary explanations of the professional vocabulary and industry terms involved in the application materials, the resume of the foreign expert, the 2-inch color photo with a white background, etc., are uploaded to the corresponding location of the system in the form of attachments.
Iii. Declaration and Acceptance process
(1) Declaration. Unit of choose and employ persons is accurate registration filing system (system site at: http://kjgl.kxjs.tj.gov.cn, please use the Google browser firefox), during the reporting interface after carefully, accurately fill in the application information, submit to upload.
(2) Acceptance of the case. The Municipal Science and Technology Bureau shall complete the preliminary examination of the application materials within two working days. If the materials are incomplete, they shall be returned and revised and reviewed again. If the materials pass the examination, the subsequent review stage shall be entered. If not, the declaration will be terminated.
Follow-up review and recommendation related work will be notified.
Iv. Relevant Matters
(I) According to the work schedule requirements of the Ministry of Science and Technology, the deadline for this year\'s application is April 16 (Friday). Please complete the application in strict accordance with the deadline. The application will not be accepted after the deadline.
(2) The application materials shall be filled out by the employer of foreign experts, and the consent of the foreign experts shall be obtained before the application. The application materials shall be examined and approved by the district of the employer or the competent department of foreign expert work of the Commission Office, and then scanned and uploaded to the application system after being stamped on the declaration seal page.
(3) Due to the use of system declaration this year, please contact the Municipal Science and Technology Bureau intelligence and education Office for answers to relevant questions.
