In order to thoroughly implement the Three-year Action Plan for Science and Technology Innovation in Tianjin (2020-2022) (No.23 of Jinzhengfa (2020)), further strengthen the construction of science and technology talents in Tianjin, boost the capacity of science and technology innovation talents, expand resources, and provide strong talent support for the cultivation of new driving force and high-quality development of Tianjin, Tianjin Science and Technology Bureau will start the special application for 2021 science and technology innovation talent training in Tianjin in the near future. The relevant matters are hereby notified as follows:
First, project setting
In 2021, Tianjin will set up a total of 5 special projects for the cultivation of scientific and technological innovative talents, which are:
Topic 1. Science and Technology Talent Lecture Series Activities;
Topic 2. International Exchange Forum for academicians and Experts in Key Fields;
3. Special docking Activities for Talents introduction and Education of science and technology Enterprises;
Topic IV. Research on Talent Map of Science and Technology (Biomedicine field);
Topic V Research on the Development of Scientific and Technological Talents in Tianjin.
Ii. Declaration requirements
(1) the reporting unit and the applicant
1. The first applicant shall be a variety of organizations registered in Tianjin with the status of independent legal person, and shall conform to the nature of the undertaking unit as required in the project application Guide. When filling in the declaration form, the institution of higher learning should fill in the form to the college or department (the official seal of the university must be used if the unit is required to seal in the process of application and project approval). The total number of items declared by each unit shall not exceed 3.
2. The applicant of the project must be a regular employee of the project application unit. In order to ensure the successful completion of the project, the age of the project applicant shall not exceed 60 years old in principle (as of the date of issuance of this Notice). The project leader shall play an overall leadership role and spend at least 6 months per year on project-related work.
(2) Project start and end time
For projects with a one-year execution period, the starting and ending time should be filled in from April 2021 to March 2022. For projects with a two-year execution period, the starting and ending time should be filled in from April 2021 to March 2023.
(3) Project funding funds
Project funding shall be graded according to the amount of funding specified in the guidelines, with a minimum of 100,000 yuan and a maximum of 200,000 yuan.
If the financial funds declared for a project cannot be fully subsidized, the insufficient part shall be settled by the project undertaking unit itself. For the projects with large difference between the amount of financial capital applied and the actual amount of subsidy provided by the Municipal Science and Technology Bureau, it is expected that the applicant will have great difficulties in increasing self-financing, or there may be a shortage of funds in the implementation, the project will be postponed or not approved.
The financial funds of the project shall be issued by the Municipal Science and Technology Bureau and the Municipal Finance Bureau jointly in the form of "pre-subsidy" and go through the disbursement procedures.
(4) Project declaration

(5) Requirements for rechecking limited items
In order to strengthen the rationality of Tianjin\'s financial fund allocation and ensure the implementation efficiency and actual benefits of the project, the project leader shall not take charge of more than 2 municipal science and technology plan projects during the same period, that is, by the deadline of project application (May 7, 2021), the person in charge of all kinds of municipal science and technology plan projects that have taken charge of 2 or more unsolved projects will not be supported.
(6) inadmissible items
1. Items that do not conform to the declaration guidelines;
2. As the project leader, apply for two or more of the special projects at the same time;
3. Undertake the national or municipal science and technology plan projects, and the projects applied for by the responsible person or unit with illegal behavior in the use of financial funds after audit;
4. According to the Interim Regulations on Handling Violations of Scientific and Technological Activities (Decree No. 19 of the Ministry of Science and Technology) and other relevant regulations of the state and the city, the person or unit listed in the record of dishonest behavior and subject to restrictive measures shall be the project leader or the first undertaking unit to apply for the project.
(7) Give priority to support under the same conditions
1. Projects whose early achievements have won national or provincial commendations and awards, and currently have a good foundation for work;
2. The first undertaking unit of the project is a national demonstration base for training innovative talents recognized by the Ministry of Science and Technology;
3. The project undertaking unit actively raises social funds to support the project.
(8) Other important requirements and tips
1. The first applicant of the project and the person in charge of the project shall strengthen the examination and control of the application materials and be responsible for the legality, authenticity, accuracy and completeness of the application materials. Once the application project is approved, the evaluation indicators such as achievement, technology, benefit and work shall not be modified or adjusted without justifiable reasons.
2. All members of the project application unit and the project team shall strictly abide by the relevant requirements of the state and the city in the construction of scientific research integrity. There is no record of dishonest behavior in scientific research and credit blacklist in related social fields during the execution period of the punishment, and they must sign the letter of integrity commitment.
3. If there are two or more project applicants, the cooperation units must sign a legally binding cooperation agreement in advance, specify the task division, intellectual property ownership and benefit distribution mechanism and other elements, and upload the original agreement through the "Tianjin Science and Technology Plan Project Management Information System".
4. If the first applicant is an enterprise, the balance sheet, income statement and cash flow statement of the previous year shall be provided as part of the project declaration.
5. The applicant must apply independently, and shall not buy, entrust to write the project declaration or provide false materials. Municipal Science and technology Bureau in strict accordance with the relevant procedures to establish the project, do not charge any fees. If any intermediary institutions or individuals collect fees from the reporting units in the name of our Bureau, please report to our Bureau immediately.
Iii. Declaration process
(1) Unit registration
Registered in tianjin city, has the qualifications of independent legal representive.it is also the organizations by the municipal technology bureau website login "tianjin science and technology plan projects management information system" (http://xmgl.kxjs.tj.gov.cn), units registered in accordance with the instructions, and upload the relevant materials. After passing the examination and approval by the superior competent department of the unit or the science and technology administrative department of the district where the registration is located (hereinafter referred to as the "bureau competent unit"), the employees of the unit can register and declare the project as the applicant. If you have successfully applied for Tianjin Science and Technology program, you can directly use the registered user name and password to log in to the system.
(2) Registration of the applicant
Declarer can through the municipal technology bureau website login "tianjin science and technology plan projects management information system" (http://xmgl.kxjs.tj.gov.cn), registered in accordance with the instructions, and select the unit in the system options; After successful registration, the applicant can log in to the system with the user name and password to fill in the declaration form (already registered applicants do not need to register again). If you do not find the unit in the system, it means that the unit has not been registered or has not passed the audit, the applicant can contact the unit to register as soon as possible.
(3) Online declaration
After the applicant logs in the system to create the project declaration, select "Innovation Base (platform) and talents" in the column of plan category, select "Training of scientific and technological innovation talents" in the project category, select the topic topic to be declared in key fields, then fill in the declaration form online and submit it to the application unit online; The applicant shall use the unit account for examination and verification, and submit online to the competent unit at the bureau level; The competent unit at the bureau level shall use the department account to review the project and submit it to the Municipal Science and Technology Bureau online.
(4) The cut-off time
1. Project declaration
The project application time is from 9:00 on April 7, 2021 to 17:00 on May 7, 2021. During this time, the project needs to complete the "application submission" and "Unit examination and approval".
2. Review by competent units at the bureau level
The examination by the competent department at the bureau level shall be completed before 17:00 on May 11. Within this time, the project should be completed "approved by the competent unit at the bureau level". It is suggested that the applicant and the applicant should timely communicate with the competent unit at the bureau level.
3. Review by Municipal Science and Technology Bureau
It will be completed before 17:00 on 14 May. Within this time, if the project is rejected by the review, the modification shall be reviewed again by the applicant unit and the competent unit at the bureau level. If the project passes the examination of the Municipal Science and Technology Bureau, the project status bar should be displayed as "Approved by the Municipal Science and Technology Bureau". At this stage, each application item only has 1 chance to revise, and should be completed within 3 working days after rejection and successfully submitted to the Municipal Science and Technology Bureau for review again. If it is overdue or exceeds the number of revisions, the review will not be accepted. The municipal Science and Technology Bureau will not directly accept the project that does not conform to the application guidelines, and is not allowed to modify.
(5) Review and project approval
The municipal Science and Technology Bureau will organize experts to review the approved projects. After completing the project approval procedures such as expert review, deliberation and public announcement at the Executive meeting of the Director of the Municipal Science and Technology Bureau, the Municipal Science and Technology Bureau will inform the first undertaking unit of the project to sign the "Tianjin Science and Technology Plan Project Task Contract" and submit the paper application materials for archiving.
