To speed up the cultivation of a group of outstanding entrepreneurs with global strategic vision, market pioneering spirit, management innovation ability and social responsibility. According to the Implementation Rules of the "111" Project for the Construction of Entrepreneur Team in Tianjin (No.13, 2019), The following is the notice on the recommendation of candidates for the training of the "111" Project for the construction of the third batch of Tianjin entrepreneurs:
First, the number of candidates
This batch plans to support 60 candidates for "excellent entrepreneur" training, and recommend candidates for "outstanding entrepreneur" and "new entrepreneur" training to the Municipal Human Resources Office in accordance with the proportion of no more than 10%.
Ii. Object of declaration
A person in charge of an enterprise that is registered, operated and paid taxes within its administrative region and has the status of an independent legal person. In the past two years, there have been no major environmental pollution, quality and safety accidents in the enterprise, no illegal, illegal, dishonest and other behaviors, no major adverse social impact, can abide by the national labor laws and regulations, pay various social insurance for employees according to the provisions, and harmonious labor relations within the enterprise.
Based on the positioning of "one base and three regions", this recommendation focuses on outstanding young and middle-aged entrepreneurs in strategic emerging industries, focusing on new economic types such as new technologies, new models and new industries, as well as new service forms such as innovative intelligent manufacturing and Internet finance. Candidates should work for enterprises with strong scientific and technological innovation ability and high growth potential, mainly in the fields of new generation information technology, high-end equipment, new materials, new energy, energy conservation and environmental protection, biomedicine, and in the fields of Internet, big data, cloud computing, artificial intelligence, etc. As well as breakthrough key core technologies, high market recognition of scientific and technological innovation enterprises. Among them, the candidates of "outstanding entrepreneur" and "new entrepreneur" are mainly recommended from qualified entrepreneurs of the top ten industrial talent innovation and entrepreneurship alliance. We are encouraged to recommend candidates for this batch of "Outstanding Entrepreneur" and "New Entrepreneur" through the candidates who have been selected as "Outstanding Entrepreneur" in Tianjin.
Iii. Conditions for declaration
(1) Basic requirements for candidates
1. Support the leadership of the Communist Party of China, be patriotic and dedicated, abide by laws and regulations, operate with integrity, be loyal to the enterprise, be fair and decent, abide by social ethics, and actively fulfill social responsibilities.
2. In the enterprise, he/she holds leading positions such as chairman of the board, chairman of the board (bureau), CEO, president, and general manager. Private enterprises are generally the actual controllers of the enterprise.
3, generally should have a bachelor\'s degree or above.
4. They are generally under 50 years old.
(2) Application requirements for outstanding entrepreneurs
1. Cultivate candidates with good public image and professional reputation, and high visibility and influence in the industry and society.
2. The enterprise is a leading enterprise of strategic emerging industries in Tianjin, a national high-tech enterprise, a key high-tech enterprise of the National Torch Plan, a unicorn enterprise or a gazelle enterprise.
3. The company has R&D platforms such as enterprise technology center at or above the municipal level, or well-known brands at or above the municipal level, high-level financial innovation products and Internet financial technology.
(3) Application requirements for new entrepreneurs
1. Candidates for training have rich experience in operation and management.
2. The enterprise is municipal high-tech enterprise or small giant enterprise of science and technology, small and medium-sized enterprise of science and technology.
3. The company has mastered core technology and owned independent intellectual property rights, ranking among the top 10 in the country in the segmented industries.
(4) Recommendation conditions for excellent entrepreneurs
1. The company has enjoyed good operation in recent two years.
2, the training object has a strong spirit of innovation and management ability.
3. Enterprises rely on core technology progress, scientific management and other means to have core competitiveness.
Iv. Declaration procedures
Enterprises shall apply to the development zone in accordance with the principle of geographical possession. The District talent Office, the District Science and Technology Bureau, the District Industry and Information Technology Bureau shall be responsible for the evaluation, publicity and other specific organization and implementation, and the District Talent Office shall be responsible for candidate recommendation.
(1) Declaration (before April 12). The qualified applicants shall fill in the Declaration Form according to the actual situation, prepare relevant certification materials and submit to the Development Zone.
(2) The first trial (before April 16). The development zone will make a comprehensive evaluation based on the qualification conditions of applicants and the compliance with discipline and law. After the Party Committee (leading Party group) researches and decides, the recommended candidates will be confirmed and submitted to the District Industry and information Bureau. At the same time, each park should nominate candidates for "outstanding entrepreneurs" and "new entrepreneurs" at a rate of about 20 percent.
(III) Review (before April 23). The district Bureau of Industry and Information Technology examined the application materials respectively, and put forward the list of proposed candidates for the cultivation of "excellent entrepreneurs"; The District Science and Technology Bureau put forward a list of recommended candidates for the cultivation of "outstanding entrepreneurs" and "new entrepreneurs" in Tianjin according to the proportion of about 10%; The District Talent Office, together with the United Front Work Department of the District Party Committee, the District Industry and Information Technology Bureau, the District Science and Technology Bureau and other units and relevant experts, will set up a review group to evaluate the list of proposed candidates, and put forward the list of recommended candidates for "outstanding entrepreneurs" and "new entrepreneurs" and the list of candidates for "excellent entrepreneurs".
(4) Public notice (before April 30). District talent office through the Wuqing information network for the public public training object candidate list, publicity period for 5 working days, widely accepted social supervision.
(5) Examination and approval (before May 9). If there is no objection to the publicity or the objection is verified and does not affect the cultivation of candidates, it shall be submitted to the Municipal Human Resources Office after examination and approval.
5. Job Requirements
1. In principle, "outstanding entrepreneurs" and "new entrepreneurs" are generated from the "outstanding entrepreneurs" of the district.
2, a company can declare a maximum of 1 "outstanding entrepreneur" and 1 "new entrepreneur". Those who have been selected as "Outstanding Entrepreneur" or "New entrepreneur" will no longer apply for the same type of entrepreneur title, including "Outstanding Entrepreneur" under the special support plan.
3. Each enterprise shall ensure the authenticity and accuracy of the declaration materials. Once the application of fraud in the process of recommendation and declaration is verified, the declaration shall be terminated immediately and the application for talent policy of the unit shall not be accepted within 5 years.
