Enterprises in the development zone:
In accordance with the requirements of the Administrative Measures for the Identification of New and High-tech Enterprises (Guoke Fume [2016] 32) and the Guidelines for the Management of the Identification of New and High-tech Enterprises (Guoke Fume [2016] 195) (hereinafter referred to as the Administrative Measures and the Working Guidelines), We hereby notify the following of the work arrangement for the identification of high-tech enterprises in 2021 (hereinafter referred to as "high enterprises"), and invite enterprises within the jurisdiction to do a good job in the application.
I. Recognition of national-level high enterprises
(1) At the expiration of the term, the high level shall be recognized again
Step 1: Scope
Recognized in 2018, and should be re-recognized in 2021 (certificate number begins with GR2018).

Normal acceptance, according to a batch of review, the district science and Technology Bureau to receive the application materials deadline is June 10.
(2) Enterprises newly declared for accreditation
Step 1: Scope
Enterprises other than those which shall be rerecognized when due.

Normal acceptance, divided into two batches of review, the district science and Technology Bureau to receive the application materials deadline is June 30 and July 20, respectively.
(3) Requirements for application materials
The applicant shall organize the application materials according to the relevant requirements of the Administrative Measures and the Work Guidelines, the paper materials and the recommendation letter issued by the Park (see Annex 3 for the template), the letter of commitment of the applicant\'s high-tech enterprise (see Annex 4 for the template), and the letter of commitment of the consulting service agency (see Annex 5 for the template), and submit them to the District Science and Technology Bureau. At the same time, the enterprise shall truthfully fill in the 2021 High-tech Enterprise Accreditation Information Form (see Attachment 6 for the template), and send the electronic version of the form to wqkfqkjfwb@tj.gov.cn of Science and Technology Personnel Department.
1. Submit two copies (one original and one copy) of paper declaration materials for high enterprise (the original special audit report is the original), the reference format of declaration materials is shown in Annex 1;
2. The position of the spine indicates the new identification/re-identification, the name of the enterprise, the domain and the region (functional area).
Enterprises should be responsible for the authenticity of the application materials. They should scan and upload the whole paper materials to ensure that they are clear through the relevant link of "Website of Identification and Administration of High-tech Enterprises" (www.innocom.gov.cn) or directly log in to the Government Service Platform of the Ministry of Science and Technology (https://fuwu.most.gov.cn). The declaration materials in the system shall be consistent with the contents of the enterprise paper declaration materials.
Ii. National high enterprises change their names or make major changes
If the company changes its name or has significant changes related to the conditions of recognition (such as division, merger, reorganization and changes in business operations, etc.), Within three months after the name change, the Application for Name Change of High-tech Enterprises shall be submitted (filled out and printed on the Government Service Platform of the Ministry of Science and Technology), the Notice of approval for change and other documents of name change issued by the market supervision department, a copy of the business license of the enterprise before and after the name change, and a copy of the certificate of high-tech enterprise shall be submitted. It is also required to submit the explanation of the failure to report on time (indicating the reason and stamping the official seal of the district science and technology administrative department and the enterprise), and report to the identification agency.
1. Simple name change (only related to enterprise name change)
Simple name change to adopt normal acceptance, batch processing.
2. Major changes (separation, merger, reorganization and changes in operating business)
(1) For material changes occurring on or before December 31, 2020, in addition to submitting the above materials, the declaration materials for material changes in heights must be submitted before April 30, 2021 (same as the declaration materials for heights, 2018-2020 related materials), the recommendation letter issued by the town and street parks (see Annex 3 for template), the letter of commitment on the integrity of high-tech enterprises of the applicant unit (see Annex 4 for template), and the letter of commitment of consulting service institutions (see Annex 5 for template) shall be reported to the Science and Technology Bureau of the District. The major changes, the name of the enterprise, the field and the district shall be indicated on the spine.
(2) In case of major changes occurring on or after January 1, 2021, in addition to the above materials, the application materials for major changes in high altitude shall also be submitted in 2022 (the same as the application materials for high altitude and relevant materials for 2019-2021). The specific acceptance time shall be subject to the work arrangement in 2022.
Special note: If the enterprise applies for major changes and also needs to be re-identified in 2021, the re-identified review shall be carried out at the same time during the review of major changes. If the major changes are passed, the "Application for Recognition of High-tech Enterprise" shall be submitted at the time of re-identification for the record; If major changes are not passed, they will not be re-recognized in 2021.
3. Financial intermediaries
The special audit (authentication) report for high enterprise identification shall be issued by the financial intermediary institutions that meet the conditions stipulated in the Work Guidelines. The financial intermediary institutions shall adopt the commitment system and be selected by the enterprises themselves. The financial intermediary shall check whether it meets the conditions by itself and truthfully issue the letter of commitment of the intermediary (see page 17 in Annex 1 for the style).
Iv. Relevant instructions on the storage of high-level cultivation
The specific work arrangement of high level cultivation into storage shall be subject to the notice of Science and Technology Bureau. If the self-assessment of an enterprise meets the national standards for high enterprise identification, it can directly apply for national high-tech enterprises without warehousing.
