The two majors of technology brokerage and Internet and information technology are included in the scope of 2020 annual professional title evaluation in our city, and the evaluation time of these two professional titles will be extended to March 31, 2021. According to the requirements of the Notice of the Municipal Human Resources and Social Security Bureau on the Application and Review of Professional and Technical Titles in 2020 (No.117 issued by the Municipal Human Resources and Social Security Office), the evaluation work of technical brokerage and network and information professional titles in our District is arranged as follows:
1. Scope of declaration
In the enterprises, institutions, social organizations, non-public economic organizations and social organizations in the District (including the central government and other provinces and cities stationed in Tianjin), the professional and technical personnel engaged in promoting the transformation and application of scientific and technological achievements, providing the whole chain of technology transfer and professional services in order to promote the organic integration and efficient allocation of technology, industry, talent, capital and other factor resources, As well as freelancers engaged in related work, can participate in technical brokerage professional title evaluation. Technical broker professional titles are divided into two directions: technology transfer research and technology transfer operation service.
In enterprises and institutions in line with the development direction of the Internet and information technology cause of our city and freelancers, on-the-job engaged in network security research and development, production, application, technical services, Internet governance and other related positions of professional technical personnel, can participate in the Internet and information professional title evaluation. Network information professional titles are divided into three directions: network space security, Internet governance and network technology application.
Flexible imported talents who have signed work agreement with enterprises in our district for more than 1 year and have worked in Tianjin for no less than 2 months each year can apply for participation in our district. Talents from Hong Kong, Macao, Taiwan and foreign countries engaged in engineering and technical work in the District may apply.
The professional and technical personnel who are subject to disciplinary punishment, administrative punishment or disciplinary punishment of the Party shall not apply for evaluation of professional title within the influence period. Civil servants (including staff of institutions participating in public management) and retired persons shall not apply for evaluation of professional titles.
Ii. Evaluation criteria
The standards and conditions related to the evaluation of professional titles of Technical brokers and senior engineers of Network and IT majors in Tianjin in 2020 shall be implemented in accordance with the Evaluation Standards of Professional Titles of Technical Brokers of Tianjin Engineering and Technology Series (Annex 1) and the Evaluation Standards of Professional Titles of Technical Brokers of Tianjin Engineering and Technology Series (Annex 2) respectively.
Professional and technical personnel participating in the evaluation of technical brokerage and network information professional titles are not subject to the restrictions of relevant education and qualifications, and can directly apply for the corresponding level of titles according to their performance.
Iii. Relevant requirements
1. Post requirements: For institutions that fully implement post management and whose academic and technical level of professional and technical personnel is closely related to post responsibilities, title recommendation should be carried out within the proportion of post structure.
2. Application procedures and material requirements: in accordance with the relevant regulations of technical brokerage and network and information professional title evaluation committee.

Applicants need to register and log in the system, fill in personal basic information, performance and achievement information, upload supporting materials, after the employer\'s review and submit to the district Human Resources and Social Security Bureau before February 23. All competent business departments are requested to collect the applicants of the unit and make unified online declaration in strict accordance with the time requirements, and submit the paper materials to the district Human Resources and Social Security Bureau after the online review and confirmation of acceptance by the evaluation committee. Those who exceed the prescribed acceptance period will be regarded as giving up the qualification of this application automatically.
4. Continuing Education: According to the overall arrangement of professional titles in 2020, commitment system will be implemented for the completion of continuing education. Employers will check the completion of continuing education of applicants, and competent departments of professional titles will randomly check the completion of elective courses and professional courses of public required courses of continuing education. The Municipal Human Resources and Social Security Bureau will check the applicant\'s completion of compulsory courses of public required continuing education courses by means of information comparison.
5. The applicant\'s "Professional and Technical Qualification Assessment Form" and "Brief Form of Application for Professional and Technical Qualification" are automatically generated by the professional title management information system. The content and performance materials of the form must ensure that the information filled in online is consistent with the paper declaration materials.
