Measures to support non-local employees to stay in Tianjin for stable employment during the Spring Festival
In order to implement the requirements of the joint prevention and control mechanism of The State Council on the Prevention and Control of COVID-19 during the New Year\'s Day and the Spring Festival in 2021 (Guowei Ming No. 463) on "guiding migrant workers to stay at the work site for the Spring Festival if conditions permit", Effectively reduce the risk of epidemic transmission caused by personnel flow and gathering, try our best to stabilize the employment of enterprises in our city before and after the Spring Festival, and promote the stable employment of non-local personnel in Tianjin. The following measures are hereby formulated:
1. Support non-local staff to stay in Tianjin for the holiday. Encourage all kinds of enterprises in the city according to the epidemic situation
Prevention and control needs and actual production and operation, scientific and reasonable arrangement of production activities, take the enterprise to issue "job retention red envelope" and other ways, guide the employees with household registration in other provinces and cities to stay in Tianjin for the holiday, stable employment. For all kinds of enterprises that arrange employees with household registration in other provinces and cities to stay in Tianjin for the holidays, according to the number of employees with household registration in other provinces and cities who have been in Tianjin from the date of issuance of this notice to February 28, 2021, a one-time stable employment subsidy will be given according to the standard of 300 yuan per employee in the way of "first start and then supplement". The maximum for each enterprise is 300,000 yuan. The subsidy funds obtained by enterprises should be fully and fully used to distribute "job retention red envelopes" to employees with household registration in other provinces and cities, and enterprises are encouraged to match more funds to improve the distribution standards. Enterprises that issue "job retention red envelope" shall apply to the district Human Resources and Social Security Bureau of the place of operation from March 1 to April 30, 2021. After reviewing the insurance payment of employees with household registration outside the province of the enterprise, the letter of commitment of employees with household registration outside the province of the enterprise to stay in Tianjin during the holiday and the issuing certificate of "job retention red envelope", the District Human Resources and Social Security Bureau shall timely allocate subsidy funds to qualified enterprises. The funds needed will be appropriated from funds related to stabilizing employment, and priority will be given to special awards and subsidies for restructuring industrial enterprises. (See the annex for the regulations on handling subsidies)
2. Support trainees to stay in Tianjin. Encourage the city to take up employment with al Qaeda
As for the probationary staff staying in Tianjin, from the date of issuance of this Notice to February 28, 2021, the probationary staff of other provinces and cities who participate in the employment apprenticeship in Tianjin (including the students of colleges and universities in this city from other provinces and cities) will be given a one-time living allowance of staying in Tianjin as per the standard of 300 yuan, on the basis of enjoying various apprenticeship subsidies as stipulated. The application and distribution of subsidies shall be carried out in accordance with the current provisions on employment apprenticeship subsidies.
3. Support vocational skills training. Encourage enterprises to organize non-local employees to stay in Tianjin
Vocational skills training shall be carried out by combining online and offline methods. From the date of issuance of this Notice to February 28, 2021, those who start classes and complete vocational skills training listed in the Catalogue of Demand Degree and Subsidy Standards of Occupations in Short Supply in the Market shall be given training subsidies according to 120% of the subsidy standard of the catalogue. In accordance with the standard of 300 yuan per employee to give the living allowance. The procedures for starting classes and applying for subsidies shall be carried out in accordance with the relevant regulations on vocational skills promotion subsidies.
4. We will do our best to provide public employment services during the Spring Festival. We will provide public employment services
"Open", during the Spring Festival by all levels of public employment service agencies to provide continuous line employment services for non-local employees, take the initiative to contact the area during the Spring Festival continuous production and operation of enterprises, accurate survey of employment needs, to provide targeted employment services. It has organized key public employment service activities such as Employment Assistance Month and Spring Breeze Action, taking migrant workers who stay in Zimbabwe for employment or job hunting during festivals as key service objects, and providing precise job-post connection services to help them stay in Zimbabwe for employment and stay in Zimbabwe during festivals.
5. Guarantee the wage payment and overtime treatment of employees in accordance with the law. Carry out labor through multiple channels
We will publicize and consult on laws, regulations and policies, and strengthen our service and guidance. Encourage enterprises to actively create a warm and harmonious working environment, take the initiative to carry out consultations with employees, and help them solve practical difficulties. Guide enterprises to reasonably arrange the rest and leave of staff working during the Spring Festival. Where an enterprise arranges employees to work overtime on statutory holidays, overtime wages shall be paid according to law; If the enterprise arranges employees to work overtime on rest days, it shall arrange compensatory leave or pay overtime wages according to law.
6. Effectively safeguard the legitimate rights and interests of employees. We will carry out in-depth winter special programs to eradicate unpaid wages
Action, increase hidden danger investigation and law enforcement inspection, to ensure that workers get paid on time and in full, peace of mind during the holiday. We unimpeded channels for reporting and complaints, promptly accepted applications for dispute mediation, actively resolved labor disputes, protected the legitimate rights and interests of employees, and built harmonious labor relations.
7. Accelerating the implementation of all policies and measures. Each district human resources and social affairs bureau should improve politics
We should fully understand the significance of stabilizing foreign employees\' stay in Tianjin for the holidays and stable employment, strengthen policy publicity and active services, and refine the specific processing process of relevant subsidies according to the requirements of facilitating enterprises, streamlining requirements and shortening time limit, and publicize the handling window and consulting telephone to ensure the implementation of relevant measures. It is necessary to actively adopt the examination of commitment system for foreign employees to stay in Tianjin, improve the efficiency of casing relevant subsidies, verify and spot check the situation of relevant personnel to stay in Tianjin through big data comparison, information sharing and other technical means, and timely recover the enterprises or units that provide false materials or falsely claim relevant subsidies once found, and investigate relevant responsibilities.
This notice shall come into effect as of the date of issuance and be valid until April 30, 2021.
