In order to further implement the innovation-driven development strategy, further promote the open sharing of high-quality scientific and technological resources, reduce the cost of enterprises\' innovation input, and promote the cooperation between enterprises, universities and research institutes, our city has decided to continue to implement the system of scientific and technological innovation vouchers (hereinafter referred to as innovation vouchers). According to the Administrative Measures of Tianjin Science and Technology Innovation Voucher (Zinke Regulation [2019] No. 2), we hereby notify the following about the cashing work of Tianjin Science and Technology Innovation Voucher (hereinafter referred to as "Innovation Voucher") in 2020-2021:
1. Application Conditions
Enterprises applying for innovation voucher support must meet the following conditions:
(1) It is registered in Tianjin and has the status of an independent legal person;
(2) Standardized management, sound financial system, and no record of bad faith;
(3) It has no affiliation, co-construction or property rights bond with the institution providing scientific and technological services;
(4) The enterprise is mainly engaged in the research and development, manufacturing and service of high-tech products, and has the need to purchase scientific and technological services in the course of conducting scientific research activities.
2. Supporting service content
This year, innovation vouchers mainly support enterprises to purchase two types of professional scientific and technological services directly related to their scientific and technological innovation activities from innovation voucher service institutions. Compulsory testing, statutory testing and other activities that must be carried out in accordance with laws and regulations or mandatory standards, ongoing research projects funded by special funds for science and technology, and other non-innovative activities shall not be included in the scope of innovation voucher support.
3. Support quota
The minimum amount of subsidy applied for innovation vouchers is 1,000 yuan each time. The same enterprise can apply for it several times within the same cycle. The total amount of subsidy applied is no more than 100,000 yuan.
If the actual amount of the contract changes from the amount applied in advance, and the amount is lower than the amount applied, the amount of innovation coupon cashing will be reapproved according to the actual amount of the contract; If the amount is higher than the amount applied for, the amount of cashing shall be determined according to the amount applied for.
Iv. Application for innovation vouchers
In order to facilitate enterprises to apply for innovation vouchers and fulfill the requirements of civilianization, the relevant work of innovation voucher application is handled online through the innovation voucher management service platform of www.tten.cn. Relevant notes are as follows:
1. Enterprises can apply for innovation voucher support for qualified research and development, inspection and testing services during May 1, 2020 to April 30, 2021.
2. Enterprises fill in the application information on the management service platform, and the local science and technology administrative department will conduct the preliminary review, determine the list and amount of innovation vouchers to be issued, and the professional organization will review and confirm. After the service is completed, the confirmed innovation coupon can be applied for cash.
3. Innovation vouchers shall be applied in advance and cashed after the event. The enterprise shall pay relevant fees to the service agency when purchasing scientific and technological services, and apply for cashing the subsidy funds according to the procedures and requirements after the service is completed.
4. The validity period of innovation coupon is 1 year in principle, and the R&D service can be extended to 2 years after the application is approved by the enterprise. After the enterprise applies for the innovation coupon in advance, it shall use it as planned within the validity period and submit it for cash through the management service platform. If the enterprise fails to apply for cash the innovation coupon within the time limit, it will be invalid automatically.
Five, innovation coupon cash
After completing the agreed service content, the enterprise and the service organization shall fill in the cashing information through the management service platform in time, scan and upload the relevant cashing materials, and apply for cashing the innovation coupon funds.
According to the cashing of enterprises\' applications, the Municipal Science and Technology Bureau will start accepting the cashing of innovation vouchers in April 2021, and the specific notice will be released separately.
6. Further enriching service organizations
In order to further promote the open sharing of high-quality scientific and technological resources, attract more qualified high-quality resources to become innovation voucher service institutions, promote the formation of a more complete scientific and technological service resource base, build cooperation Bridges between service institutions and enterprises, and promote in-depth cooperation between enterprises, universities and research institutes, we will solicit innovation voucher service institutions in the city. The requirements are detailed in the Notice on Further Enriching Innovation Voucher Service Institutions (Annex 1).
