In order to promote the implementation of the document spirit of Tianjin Municipality on Further Supporting the Development of Intelligent Manufacturing Policies and Measures (Tianjin Administration Office Regulation No. 16 (2020)) and Notice on Printing and Distributing Tianjin Municipal Bureau of Industry and Information Technology on Implementing Detailed Rules of Tianjin Municipality on Further Supporting the Development of Intelligent Manufacturing Policies and Measures (Tianjin Industry and Information Technology Regulation No. 3 (2020)), According to the Interim Measures for the Management of Tianjin Municipal Special Financial Funds (No.63, 2015) and other documents, Wuqing Development Zone is now organizing the application of 2020 Tianjin intelligent manufacturing special fund industry and credit direction project. The relevant matters are hereby notified as follows:
First, support direction
(1) Supporting the intelligent upgrading of enterprises
1. Manufacturing enterprises purchase equipment for intelligent transformation (see Annex 1).
2. Municipal enterprise technology center enterprises purchase research and development equipment to enhance innovation ability (see Annex 2).
3. Intelligent manufacturing pilot demonstration project construction (see Annex 3).
4. Support the application of new intelligent manufacturing mode (see Annex 4).
5. Consulting and diagnosis of intelligent transformation design of industrial enterprises (see Annex 5).
6. Intelligent upgrading scheme design of industrial enterprises (see Annex 6).
7. Construction of an integrated management system for informatization and industrialization (see Annex 7).
2. Supporting the development of the industrial Internet
1. Foster intelligent manufacturing and industrial Internet system solution providers and service providers (see Annex 8).
2. Demonstration of integration of information technology and manufacturing industry and innovative development of industrial Internet (see Annex 9).
3. Enterprise cloud platform application demonstration (see Annex 10).
4. Construction of internal and external network and sign analysis system of industrial Internet (see Annex 11).

3. Supporting the development of emerging industries

Ii. Project Declaration
(1) Declaration procedures
1. The project applicant shall log in the Tianjin Intelligent Manufacturing Special Fund Project Management System (website: http://www.tjsps.org.cn), register an account, fill in the project information according to the page guidelines, upload the relevant attachments and submit.
2. The project applicant shall submit the paper and electronic application materials to the Enterprise Management Department of Wuqing Development Zone. No filing or amendment will be allowed after the filing deadline.
(2) Requirements for declaration
1. Registered, tax collection and management relations are within the scope of Wuqing Development Zone enterprises and institutions, no bad credit records or illegal records.
2. The company operates according to law, has sound internal control system, standard financial system, good financial condition and economic benefits, and has the ability to undertake and complete projects.
3. Projects that have obtained municipal financial support through other channels shall not apply for this fund. The same item shall not be declared twice.
4. Please refer to the attachment of relevant directions for other application conditions.
(3) Application materials
The project applicant shall ensure that all copies of the application materials are true and clear, stamped with the official seal of the company, and fill in the letter of commitment. After the project application guide is officially issued, the district industry and information management department shall stamp the official seal on the recommendation page; District finance department stamp the official seal on the supporting commitment page.
The project applicant shall keep all the information provided for future reference. Project application materials will not be returned. The application materials should include the following contents:
1. Project declaration form (Annex 31);
2. The application direction shall correspond to the materials required in the attachment;
3. A copy of the business license (three certificates in one);
4. The credit Chinese website (https://www.creditchina.gov.cn/) and download the enterprise credit information reports;
5. Audit report of 2019 annual financial accounts of the applicant (including notes);
6. Copy of ID card of the applicant\'s legal person and project leader.
(4) Material binding
1. The application materials shall be printed on A4 paper on both sides, bound in the above order, bound in glue on the left side, and the name of the project and the applicant shall be indicated on the spine. The project applicant shall submit the application materials (in quadruplicate) and the Letter of Application (see Attachment 32) to the Enterprise Management Department of the Development Zone.
2. Full set of application materials will be provided in electronic documents. Please apply for the project in the form of "Wuqing Development Zone + enterprise name + project name", engraved into the CD, the disk marked with enterprise name. At the same time, the full set of electronic documents of application materials shall be sent to the Enterprise Management Department of Wuqing Development Zone in the form of compressed files via email wqkfqqyglb01 tj.gov.cn.
(5) Time of declaration
1. The deadline for submission is September 27, 2020.
2. Failure to submit will not be accepted.
Iii. Relevant requirements
(1) The project declaration unit shall provide authentic and effective materials, and the illegal acts of providing false declaration materials and malicious collusion to defraud special funds shall be dealt with in accordance with the Regulations on Punishment and Punishment of Financial Illegal Acts and other relevant provisions.
