In accordance with the spirit of the document [2020]22 of Tianjin, Industry and Information Technology Investment Co., LTD., in order to implement the requirements of the Municipal Party Committee, the municipal Party Committee, the District Party Committee and the district government on promoting high-quality development and continuously expanding effective investment, the construction of industrial technology transformation projects should be carried out well, the project service should be strengthened, the quality and benefit of industrial economic development should be improved, and the development potential should be enhanced. The District Bureau of Industry and Information Technology organizes and carries out the submission of 2021 key industrial technology transformation demonstration project of the district. The relevant matters are hereby notified as follows:
1. Scope of declaration
The application scope of key industrial technology transformation demonstration projects in 2021 mainly includes:
(1) Intelligent transformation projects with the main direction of intelligent equipment, intelligent production line and construction of digital workshops and intelligent factories.
(2) High-end transformation projects whose main direction is to achieve technological breakthroughs, fill domestic gaps, enhance industrial basic capacity, and promote product innovation and upgrading and function improvement.
(3) Green transformation projects, such as clean production, improved energy efficiency and resource recycling, carried out through technological and technological innovation for the purpose of promoting the green transformation and development of enterprises.
(4) Other projects of technological transformation to improve quality and efficiency.
Ii. Conditions for declaration
(I) The registered enterprise and the tax collection and management relationship shall be within the scope of Wuqing Development Zone, and the total investment of the declared project shall be more than 10 million yuan.
(2) The project to be declared conforms to the national and Tianjin industrial policies, and the project has gone through the approval or record formalities.
(III) Construction of the project to be applied shall commence after January 1, 2020, and it is planned to be completed and put into operation before June 30, 2021.
Iii. Application materials
(I) Summary of Key Industrial Technology Transformation Demonstration Projects of Tianjin in 2021;
(2) The basic information of the project unit;
(3) Declaration forms for key technological transformation demonstration projects;
(4) A copy of the business license of the applicant;
(5) Project approval or record documents (photocopies);
(6) Audit report of the final financial accounts of the reporting unit in 2019 (including notes). The newly registered enterprise shall provide the latest period of financial statements (balance sheet, profit statement, cash flow statement) in 2020;
(VII) Certification materials related to the project construction progress and other materials required to be provided.
Iv. Declaration procedures
The application enterprise shall fill in the Basic Situation Form of Project Units, Declaration Form of Key Technological Transformation Demonstration Projects and Summary Form of 2021 Key Industrial Technological Transformation Demonstration Projects of Tianjin according to the actual situation according to the project approval or record documents, and provide the relevant materials. The applicant shall submit the application materials in triplicate (including electronic version) to the Enterprise Management Department of Wuqing Development Zone before September 23, 2020.
