Service enterprises will accelerate the implementation of the "go global" strategy and strengthen the protection of overseas intellectual property rights. According to the Notice of Tianjin Intellectual Property Office of Tianjin Finance Bureau on Printing and Distributing Interim Measures for the Management of Intellectual Property Special Funds of Tianjin (Jincaijianyi [2016] No. 28) and the Notice of Tianjin Intellectual Property Office on Printing and Distributing Measures for the Administration of Patent Funding of Tianjin (Jinzhifafigui [2016] No. 7), combined with the actual work, The Municipal Intellectual Property Office organized the work of receiving grants for foreign authorized invention patents in 2020. The specific work notice is as follows:
1. Funding conditions
(1) The applicant shall be an enterprise, public institution, government organ, organization or unit resident in Tianjin registered within the administrative area of this Municipality, and shall be the first patentee to declare the funding of the patent.
(II) The patent to be declared for funding shall be the invention patent applied abroad and officially authorized by the relevant country through the Patent Cooperation Treaty (PCT) or the Paris Convention. The date of the authorization of the patent is between July 1, 2019 and June 30, 2020, and the patent is in force as of June 30, 2020.
(3) With respect to any entity which has been determined by the State Intellectual Property Office to be an abnormal applicant for a patent or which has seriously broken faith, the eligibility to apply for subsidy for invention patent authorized abroad in the current year shall be revoked.
2. Funding standards
If the invention patent is authorized in the United States, Japan and European countries, the subsidy shall not exceed 50,000 yuan per case in each country; if the invention patent is authorized in other countries, the subsidy shall not exceed 30,000 Yuan per case in each country. If the actual expense is less than the above amount of subsidy, the subsidy shall be based on the actual expense. The grant for each invention patent shall not exceed 3 countries. The maximum amount of subsidy for the same legal entity shall not exceed 300,000 yuan.

4. Materials required for application of funding
(1) Paper and electronic copies of "Tianjin 2020 Foreign Authorized Invention Patent Subsidy Form",
(2) The qualification certification materials of the applicant entity
Copy of organization code certificate or three-in-one business license of the applicant.
(3) Obtaining authorization certificate materials
Copy and electronic copy of the first page of the patent announcement and the certificate of authorization issued by the foreign patent examination institution.
(4) A copy of the relevant bill for the actual expenses incurred in filing the patent
1. Copies of the bills related to the official fees paid to the relevant patent examination institutions when the patent is applied abroad and authorized. Specifically, copies of bills related to the international application fee, retrieval fee, transmission fee, preliminary examination fee, commission fee and other fees paid in the international stage of PCT application, Copies of bills related to foreign examination fee, authorization registration fee, annual fee in the year of authorization and other fees paid in foreign countries (regions) for PCT application and applications made through the Paris Convention (subject to the domestic laws of each country).
2. The service agreement signed between the applicant and the patent agency, and the copy of the service fee bill paid to the patent agency.
3. Other supporting materials.
(5) Paper and electronic work report
The contents should include: basic information of the applicant organization, effective status of overseas patent application authorization, achievements and typical examples, and future work prospects, etc., with 3 representative photos.
(6) Requirements on the form of application materials
1. Requirements for electronic parts:
Electronic copies of materials (1), (3) and (5) required for the above-mentioned declaration should be sent to wqkfqkjfwb@tj.gov.cn
2. Paper requirements:
(1) Binding order: Tianjin 2020 foreign authorized invention patent subsidy declaration form, application entity qualification certification materials, authorization certification materials, related bills of actual expenses incurred in patent application (If applying for multiple patents, relevant documents shall be provided for each patent application by patent application unit. After one piece of patent-related materials is provided, the next piece of patent-related materials shall be provided in sequence) and work status report.
(2) Each page of Tianjin 2020 foreign authorized invention patent grant application form, applicant entity qualification certification materials and authorization certification materials shall be affixed with the official seal of the unit, and each page of the copy of the relevant bill of actual patent expenses shall be affixed with the financial seal of the unit.
(3) The application materials shall be affixed with the official seal of the company in three copies in accordance with the above order.
5. Acceptance and examination
(1) All enterprises shall submit the materials required for the application of subsidies to the Tianjin Intellectual Property Office within the prescribed time of application, and then the office shall submit the materials to the District Intellectual Property Office for formal examination and verification, and uniformly submit them to the Tianjin Intellectual Property Office within 3 working days after the deadline of application.
(2) Tianjin Intellectual Property Office will organize experts to examine the application materials. For those who pass the examination and verification, the subsidy fund plan will be issued according to the prescribed procedures and copied to the Municipal Finance Bureau, which will allocate the funds.
(3) The applicant must submit the materials required for the application of the subsidy according to the facts. Those who cheat will be recovered in full and will be disqualified for the subsidy in the following years. If the circumstances are egregious and constitute a crime, the party concerned shall be investigated for criminal responsibility according to law.
