1. Conditions for declaration
The Outstanding Youth Science Foundation program supports young scholars in Tianjin who have made outstanding achievements in basic research to carry out innovative research focusing on the national strategic needs and the high-quality development needs of Tianjin. Specific conditions for declaration are as follows:
(1) Having good academic ethics;
(2) not reaching the age of 40 on January 1, 2020;
(3) having advanced professional and technical titles or having a doctor\'s degree;
(4) Having the work experience of presiding a national basic research project or engaged in basic research full-time in a foreign research institution;
(5) The applicant shall be a scientific and technical staff officially employed in colleges and universities, research institutes and enterprises within the jurisdiction of Tianjin, and shall work in the supporting units for no less than 9 months per year during the implementation of the project;
Ii. Declaration requirements
(1) Requirements of the applicant
The applicant units shall be all kinds of organizations registered in Tianjin with the status of independent legal persons.
(2) Project start and end time
In this application, the implementation start time of the 2020 Outstanding Youth Science Fund project is filled in as October 2020 to September 2024, and the implementation period is half a year.
(3) Requirements for rechecking limited items
In order to strengthen the rationality of the allocation of financial science and technology funds in Tianjin, further give full play to the guiding role of financial funds, and put an end to multiple project declaration and repeated project approval, the Municipal Science and Technology Bureau will inspect all the declared projects. The specific rules are as follows:
1. Check the contents of the project
Projects funded by various municipal sci-tech programs by the same research team at the same stage of technology development are no longer supported.
2. The project leader limits the check weight of items
The project leader shall not preside over more than 2 municipal science and technology plan projects at the same time.
By the deadline of project application, the person in charge of two or more municipal science and technology planning projects that have not been concluded will not be supported.
(4) inadmissible items
1. Items that do not meet the declaration guidelines.
2. Undertake the national or municipal science and technology plan projects, and the projects applied for by the responsible person or unit with problems in the use of financial funds after audit.
3. According to the Interim Measures for the Management of Trust-breaking Behaviors of Responsible Subjects of Tianjin Science and Technology Planning Projects (Jinke Regulation No. 10, 2017) and other relevant regulations of the state and the city, the person or unit listed in the record of trust-breaking behaviors and subject to restrictive measures shall be the project leader or the first applicant.
Iii. Declaration process
The applicant shall apply independently, and the bureau-level competent unit (the superior competent department of the applicant\'s unit or the district science and technology administrative department of the registration place) shall organize and recommend the application based on the best candidates after the initial assessment.
(1) Unit registration
Declare units by the municipal technology bureau website login "tianjin science and technology plan projects management information system" (https://xmgl.kxjs.tj.gov.cn), units registered in accordance with the instructions, and upload the relevant materials. After passing the examination and approval by the superior competent department of the unit or the science and technology administrative department of the district where the registration is located (hereinafter referred to as the "bureau competent unit"), the employees of the unit can register and declare the project as the applicant. If you have successfully applied for Tianjin Science and Technology program, you can directly use the registered user name and password to log in to the system.
(2) Registration of the applicant
Declarer can through the municipal technology bureau website login "tianjin science and technology plan projects management information system" (http://xmgl.kxjs.tj.gov.cn), registered in accordance with the instructions, and select the unit in the system options; After successful registration, the applicant can log in to the system with the user name and password to fill in the declaration form (already registered applicants do not need to register again). If you do not find the unit in the system, it means that the unit has not been registered or has not passed the audit, the applicant can contact the unit to register as soon as possible.
(3) Online declaration
After logging in the system to create the project application form, the applicant should select "Natural Science Foundation" in the column of project category and "Outstanding Youth Project" in the column of project category, then fill in the application form online, upload the complete attachments, and submit to the application unit online. The applicant shall use the unit account for examination and verification, and submit online to the competent unit at the bureau level; The competent unit at the bureau level shall use the department account to review the project and submit it to the Municipal Science and Technology Bureau online.
(4) Time requirement for declaration
1. Project declaration
The project application time is from 9:00 on July 31, 2020 to 17:00 on August 31, 2020. During this time, the project needs to complete the "declaration submission" and "Unit examination and approval".
2. Review by competent units at the bureau level
The examination time of the bureau level competent unit is from 9:00 on September 1, 2020 to 17:00 on September 6, 2020. During this time, the project shall complete the "Examination by the Bureau level Competent Unit". It is suggested that the applicant and the applicant should communicate with the competent unit at the bureau level in a timely manner.
Step 3 Review
The project review period is from 9:00 September 7, 2020 to 17:00 September 11, 2020. Within this time, if the project is rejected by the review, the modification shall be reviewed again by the applicant and the competent unit at the bureau level; If the item passes the review, the item status bar should display "Approved". At this stage, each application item only has 1 chance to revise, and should be completed within 3 working days after rejection and successfully submitted to the Municipal Science and Technology Bureau for review again. If it is overdue or exceeds the number of revisions, the review will not be accepted. The municipal Science and Technology Bureau will not directly accept the project that does not conform to the application guidelines, and is not allowed to modify.
(v) Review and submission of paper materials
The municipal Science and Technology Bureau will organize experts to review the declared projects that have passed the technical examination. After the project approval procedures such as expert review, deliberation and publicity at the Executive meeting of the Director of the Municipal Bureau of Science and Technology are completed, the Municipal Bureau of Science and Technology will notify the contact person of the project approval to submit the paper application materials, and the remaining projects that have not been approved need not be submitted.
