In order to accelerate the construction of the gradient cultivation system of high-quality enterprises in our city, strengthen the cultivation of individual champion enterprises in the manufacturing industry in our city, and promote the high-quality development of the manufacturing industry in our city, the gradient cultivation system is constructed. In accordance with the specific requirements of the Implementation Plan of the Special Action to Cultivate and Improve Individual Champion Enterprises in Manufacturing Industry (No. 105 of the Ministry of Industry and Information Technology) and the Notice of the General Office of the Ministry of Industry and Information Technology on the organization and recommendation of the fifth batch of Individual champions in Manufacturing Industry and the review of the second batch of individual Champions in Manufacturing Industry (No. 84 of the Joint Political and Legal Letter of the Ministry of Industry and Information Technology), Cultivate more high-quality enterprises to become national manufacturing individual champions, and carry out the cultivation of the first batch of municipal manufacturing individual champions in our city. We hereby inform you as follows:
First, basic conditions
1. In principle, the annual sales revenue of the enterprise is more than 300 million yuan, and the recent three years of good operating performance, no significant operating fluctuations.
2. It has a strong market position and a high market share in relevant product segments. It attaches great importance to international business strategy and has good market prospects. Its single product market share ranks top 5 in China or has the potential to develop into an international leading enterprise in related fields.
3. Production technology, process leading in China, good product quality, related key performance indicators in the domestic leading level of similar products. The company has strong ability of continuous innovation, has core independent intellectual property rights (registered in China, or enjoy more than five years of global exclusive license rights, and within the effective protection period of Chinese laws), and leads or participates in the formulation of technical standards in related business fields.
4. Formulate and implement brand strategy, establish a sound brand cultivation management system and achieve good performance.
5. Registered in our city, with an independent legal person, with a sound financial, intellectual property, technical standards and quality assurance management system.
Ii. Recommended quota
In principle, there should be no more than one in the six districts of the city, no more than 10 in Binhai New Area and no more than three in other districts. The enterprises listed in the recommended list of 2020 national single event champion in our city after evaluation and demonstration will automatically become the single event champion cultivating enterprises in our city without further application.
3. Work organization
(1) Organizational unit. Municipal Bureau of Industry and Information Technology is responsible for the cultivation of individual champions at the municipal level. With reference to the recommendation of individual champions in the national manufacturing industry, dynamic management is implemented. In principle, cultivation is carried out once a year and review is carried out once every three years. Each district\'s industry and information technology department shall be responsible for organizing the recommendation work of its own manufacturing enterprises. Key trade associations may organize enterprises in their own industries to apply, and the final report shall be uniformly responsible for each district\'s industry and information technology department. During the work, relevant government departments and associations shall not collect fees from enterprises in any form, and the Municipal Bureau of Industry and Information Technology has not recommended any intermediary service agencies to participate in this work.
(2) Material requirements. Enterprise application materials shall be bound in the following order:
1. Application form for Tianjin Individual Champion Cultivation Enterprise;
2. Product market share certificates issued by relevant authorities or documents and documents that can prove the market share of the enterprise\'s products; If the enterprise is unable to provide the market share statement issued by a third party, the enterprise shall provide the statement materials (fill in according to the template in Attachment 2) and be responsible for the authenticity and accuracy. The statement materials will be pre-demonstrated by relevant industry associations and give recommendations;
3. Enterprise credit information report (" Credit China "website inquiry);
4. Valid patents, core independent intellectual property materials and catalogues obtained in recent 3 years;
5. Quality certification, quality honor, brand honor and other related materials and catalogs;
6. Other materials deemed necessary by the enterprise.
(3) Examination and control. The industrial and information technology departments of each district shall conduct preliminary evaluation and demonstration of the applicant enterprises, examine the authenticity and compliance of the application materials, and put forward recommendations.
An enterprise that has one of the following circumstances shall not be recommended: It provides false information in the application process; Accidents involving safety, quality or environmental pollution have occurred in the past three years; Having evaded taxes or other violations of laws and regulations or serious breach of trust.
(4) The time and method of submission. Before August 18, 2020, all enterprises shall formally submit the documents and relevant materials (including application, relevant certification materials, etc., paper materials in duplicate and electronic versions) with official seal as required and submit to the Enterprise Management Department of Wuqing Development Zone.
