Each enterprise:
In order to further implement the "Haihe Talents" action plan, improve the science, justice and authority of the evaluation of high-level entrepreneurial talents projects in our city, and help the cultivation of new driving forces and high-quality development, the Municipal Human Resources and Social Security Bureau plans to collect a group of entrepreneurial talents project evaluation experts in the city. The relevant matters are hereby notified as follows:
First, experts recommend conditions
According to the assessment requirements of the city\'s entrepreneurial talent project, five types of experts, including entrepreneurs, financial experts, legal experts, investment experts and technical experts, are recommended. The relevant experts should meet the following basic conditions and the corresponding qualification conditions.
(1) Basic conditions
1. Abide by the Constitution and the law;
2. Have good professional ethics;
3. Working in strategic emerging industries, with high academic and technical level and judgment ability, usually senior titles;
4. Healthy and able to perform review duties.
(2) Qualifications
1. The entrepreneurs should be selected from the national and municipal major talent special entrepreneurship projects, the main leaders of strategic emerging industry leading enterprises, and the senior professional managers of the world and Chinese top 500 enterprises and other talents familiar with operation and management.
2. The financial experts should be senior partners of well-known accounting firms with CPA qualification, leading accounting talents of the country and our city, chief financial officer of well-known enterprises, international certified public accountants and other senior financial talents.
3. The legal experts should be senior legal talents such as senior partners of well-known law firms and senior legal officers of well-known enterprises with legal practice qualifications.
4. Investment experts should be well-known angel investors, directors of financial investment institutions, senior researchers of venture capital research institutions and other talents, regardless of their professional titles. The investment institution shall have the qualification for filing.
5. Technical experts should be technical leaders of enterprises familiar with intelligent technology, biomedicine, new energy and new materials and other new growth drivers, and scientific researchers with senior titles in universities or research institutes.
Second, the way and scope of recommendation
Each enterprise can recommend qualified experts of its own enterprise or domestic experts with cooperative relations, the number is not limited. The expert to be recommended should be approved by the expert in advance.
3. Relevant matters
(1) Each enterprise should adhere to the principle of "having both virtue and ability, promoting the best from the best", break the tendency of "four only", and really recommend qualified experts.
(II) The evaluation experts recommended this time will be included in the municipal high-level talent project evaluation expert database. When the Municipal Human Resources and Social Security Bureau organizes the evaluation of "Project + team", entrepreneurship competition and other entrepreneurial talent projects, the required experts will be randomly selected from the expert database. According to the needs of nurturing entrepreneurial enterprises, the Municipal Human Resources and Social Security Bureau will invite willing experts to serve as entrepreneurial mentors.
(III) All enterprises please send the electronic version of the Expert Recommendation Form for Evaluation of Tianjin Entrepreneurial Talent Program (scanned with seal, one expert and one form) to the human Resources Department of the head office before July 24th (Friday).
