In order to widely publicize the Directory of Green Industry Guidance(2019 edition)(Development and Reform of Environmental Resources(2019)No.293)and the Implementation Plan for Building a Market-oriented Green Technology Innovation System in Tianjin(2019)(Zinke Society(2019)No.204),accelerate the popularization and application of advanced green technologies,and promote the development of green industry in Tianjin,According to the requirements of the Notice on the Organization and Recommendation of Green Technology(No.2020)issued by the four departments of the National Development and Reform Commission and other departments,the notice on the recommendation of green technology in our District is as follows:
First,the recommended range
For technologies related to energy conservation,environmental protection,clean production,clean energy,ecological environment,and green upgrading of infrastructure,please refer to the Directory for Guidance on Green Industries(2019 edition),which can be downloaded from the website of the National Development and Reform Commission.
Two,the recommendation principle
The recommendation technology should have the characteristics of advanced,applicability and high popularization value.The technology level is leading in China,can reflect the latest progress of green technology,and has a leading role in the green development of related fields in our district;Mature and reliable technology,clear intellectual property rights,meet the requirements of practical application,there are successful implementation cases,can be widely promoted in related industries or fields;With high value,economical applicability and great potential,technology popularization can effectively promote the sustainable development of economy and society.
3.Organize declaration
Relevant enterprises are requested to actively declare green technology and ensure the authenticity of the declaration materials.The District Development and Reform Commission,together with relevant departments,shall jointly recommend green technologies to the Municipal Development and Reform Commission,Municipal Science and Technology Bureau,Municipal Industry and Information Technology Bureau,and Municipal Planning and Resources Bureau.Before July 31,2020,the summary form of green technology application(Appendix 4),the electronic version(CD)of green technology application form,technical report and other materials of the application unit and the paper version with official seal shall be submitted to the Energy Conservation Department of the District Industry and Information Technology Bureau in 5 sets respectively.
The applicant shall truthfully fill in the green technology Declaration Form(Annex 1),and prepare the technical report(Annex 2)according to the Green Technology report preparation outline.Please refer to Annex 3 for detailed filling instructions.Bind the materials into books with the official seal of the unit,and submit the application materials to the Enterprise Management Department of Wuqing Development Zone on time according to the requirements of the Development and Reform Commission of Wuqing District,Science and Technology Bureau,industry and information technology department,and natural resources department.The Municipal Development and Reform Commission,the Municipal Science and Technology Bureau,the Municipal Industry and Information Technology Bureau,and the Municipal Planning and Resources Bureau will organize the green technology review,determine the list of green technology promotion in Tianjin,and on this basis,recommend five green technologies to the state based on the principle of giving priority to the original green technologies with intellectual property rights.
Encourage industry associations,professional institutions and other social organizations and units to actively communicate with relevant national industry associations,and assist relevant units in our city to apply for national green technology through national industry associations.Encourage industry associations,professional institutions and other social organizations and units to assist relevant units in Tianjin to declare green technology,publicize and promote green technology,and help enterprises develop green.
