1.Work arrangement
(1)Public primary schools directly under the Education Bureau shall adopt the form of online registration and offline inspection.Specific arrangements are as follows:
1.Reception and consultation.Since June 8,2020,primary schools directly affiliated to the public have announced the consultation telephone number and reception consultation period,and started to receive parents for consultation,so as to do a good job in policy interpretation and answer questions.
2.Promulgate the admission rules.From July 13 to July 24,the General guidelines for enrollment will be released to the public,which will specify the scope of enrollment,classification information and other key information.
3.Register online.From July 20 to July 23,2020,guardians of school-age children can log on to"Tianjin Wuqing District Enrollment and Registration System"(http://111.33.0.60:7777)and submit the registration information according to the demonstration of registration procedures published on the website.For those who cannot register online due to objective reasons,they can make an appointment for offline examination by dialing the school\'s telephone during this period.
Note:Regardless of whether you choose to study in a private school,if you want to enroll in Wuqing District,you must register in a public school and submit documents to prove that you meet the admission requirements.
4.Preliminary qualification examination.From July 20 to July 24,all directly affiliated public proofreading websites will conduct preliminary examination of registration information and notify the preliminary examination result and the specific time of offline examination by short message.
5.Offline verification.From July 25 to 26,2020,guardians of school-age children brought relevant materials to the school for on-site examination of enrollment qualifications.Each school will arrange off-peak registration.The specific time is subject to the school\'s arrangement.
6.Report the inspection results.Public primary schools directly under Wuqing district will report the inspection results to the district education Bureau before July 30.
(2)The public primary schools under the town street shall adopt the form of offline inspection and on-site registration.The specific schedule is as follows:
1.Reception and consultation.Starting from June 8,2020,all the primary schools in the towns and streets under their jurisdiction will announce the consultation telephone number and reception consultation period to the public,and begin to receive parents for consultation,so as to do a good job in policy interpretation and question answering.
2.Promulgate the admission rules.From July 13 to July 24,all towns and streets shall organize schools under their jurisdiction to publish the enrollment guidelines to the public.The guidelines shall specify the enrollment scope,classification information and other key information.
3.Check and register.On July 25(Saturday)and 26(Sunday),guardians of school-age children will bring relevant materials to the school for on-site examination of admission qualifications.Each school will arrange off-peak registration.The specific time is subject to the school\'s arrangement.

Note:Each school-age child can only enroll in one private school;The children of persons subject to enforcement for trust-breaking are not eligible to enroll in privately-run schools.
4.Preliminary qualification examination.From July 20 to July 24,the registration information of private proofreading websites directly under the government will be preliminarily reviewed and the results will be notified via SMS.
5.Determine who will be admitted.If the number of students eligible for admission after the preliminary examination is equal to or less than the enrollment plan,the school will notify the guardian by SMS for offline examination.If the number of qualified students is greater than the enrollment plan after the preliminary examination,the proposed enrollment list shall be determined in the form of random assignment.
Ii.Admission qualification
(1)School-age children in the District who are separated from their families
1.All the following conditions should be met--(1)The school-age children are registered in the district and in the same household register with their parents(or one of them);(2)The head of the household is the parent,grandparent or maternal grandparent of the school-age child;(3)The owner of the fixed residence in the District is the parent,grandparent or maternal grandparent of the school-age child;(4)The address of the household register is different from that of the fixed residence.
2.Admission method:The town(or school)of the registered place shall arrange the admission first.Due to practical difficulties,it is impossible to realize the"reunification of people and households",and it is really necessary to enroll in a fixed residence with property rights other than the domicile address,the town street(or school)corresponding to the residence shall coordinate and arrange the enrollment according to the actual situation.
3.Required materials:household register(including blue seal account),legal fixed residence certificate(property ownership certificate),child vaccination certificate.(If the owner of the legal fixed residence other than the domicile address is the grandparent or maternal grandparent of the school-age child,other materials should be provided as required by the enrollment school).
4.Handling methods:Handle according to the"work arrangement"according to the school category.
(2)School-age children who are separated from families in different districts
1.All the following conditions should be met:(1)The children of the school age are registered in another district of Tianjin and in the same household register with their parents(or one of them);(2)The head of the household is the parent,grandparent or maternal grandparent of the school-age child;(3)The owner of the fixed residence in this District is the parent,grandparent or maternal grandparent of the school-age child.
2.Admission method:the district to which the domicile belongs arranges admission first.Due to the current household registration policy can not realize the"unity of people and households",if it is really necessary to enroll in the real estate of Wuqing District,the town street(or school)where the real estate is located shall coordinate and arrange the enrollment according to the actual situation.
3.Required materials:household register(including blue seal household register),proof of legal fixed residence,valid proof that"household reunification cannot be realized",child vaccination certificate.(If the owner of the house in Wuqing District is the grandparent or maternal grandparent of the school-age child,other materials should be provided according to the requirements of the school).
4.Handling methods:on-site registration and inspection of schools in the service area where the real estate is located.
(3)Children of the holder of the residence permit
1.Refers to the children of migrant workers who have applied for and obtained Tianjin Residence Permit(hereinafter referred to as residence Permit)in Tianjin and are capable of receiving regular school education.
2.Admission method:The actual address marked on the residence permit shall be the basis.Those in the school area under the township shall be placed in public schools under the jurisdiction of the township education office according to the status of academic degrees within the jurisdiction.In primary school districts directly under the Education Bureau,the District Education Bureau shall make overall arrangements to enroll students in public schools in the district according to the academic degrees of the schools in the district.Those who voluntarily choose to study in a privately-run school may also apply for admission according to the recruitment method of a privately-run school.
3.Materials required:The original of the residence permit within the valid period,the residence booklet of the holder of the residence permit and their accompanying children,the original certificate of the legal residence of the holder of the residence permit and their accompanying children,the certificate of work and employment in this Municipality,the certificate of social insurance payment of the holder of the residence permit in this Municipality,and the original certificate of child vaccination issued by the health department of this Municipality or the original place of residence.(If the residence permit holder and the accompanying children are not in the same household register,the birth certificate and other relevant materials to prove the supporting relationship are also required.)
(4)Enrollment qualifications for privately-run schools
Yinghua School:School-age children with permanent residence in Wuqing District of Tianjin(including blue seal)or children of resident permit holders in Wuqing District of Tianjin.If the number of applicants exceeds the number of degrees,the lottery is required,and the tuition fee is about 60,000-70,000 yuan.
Liuli School:School-age children with permanent residence in Wuqing District of Tianjin(including blue seal)or children of resident permit holders in Wuqing District of Tianjin.If the number of applicants exceeds the number of degrees,a lottery is required.The annual tuition for regular classes in primary schools is 29,000 yuan;The tuition of international primary school is 258,000 yuan,and you need to take the exam and interview of six Forces.The target school is a school in Singapore.If you transfer,there is room.

Iii.The working process of random allocation is as follows:
On July 27th,it was published through the Enrollment and Registration System of Tianjin Wuqing District(website:http://111.33.0.60:7777)to randomly assign the"lottery number"to each school-age child who passed the preliminary examination.
From July 28 to 29,the District Education Bureau will organize the random assignment work and invite NPC deputies,CPPCC members,school representatives and parents representatives to supervise the whole process to ensure that the process is standardized,rigorous,open and transparent.
6.Offline verification.From July 30 to 31,2020,randomly assigned guardians of school-age children will bring relevant materials to the school for on-site examination and registration according to the time specified by the school.Each school will arrange the off-peak registration,the specific time is subject to the school notice.Those who fail to register within the prescribed time shall be deemed as voluntarily giving up the degree of a privately-run school.
On August 1,private schools submitted their admission results to the Wuqing District Education Bureau.The District Education Bureau shall issue uniformly to public schools the result of cancelling the registration of school-age children enrolled in private schools in public schools.
Iv.Other instructions
(I)The placement results of all school-age children who need to be placed as a whole will be notified to the guardian by the registration and examination school in late August 2020.Please wait patiently.
(2)School-age children enrolled in other schools outside Wuqing District,if admitted by other schools outside Wuqing District,the degree of Wuqing District will be annulled by themselves.
(III)In 2020,there will be no supplementary registration for school-age children without Wuqing household registration.The supplementary registration time for school-age children with Wuqing household registration shall be subject to the arrangement of the enrollment school.
(4)For children of martyrs,children of eligible soldiers in active service,children of national comprehensive fire and rescue teams,public security heroes and children of police officers injured or disabled in the line of duty and other entitled groups,preferential policies for education shall be implemented in accordance with the regulations of the Ministry of Education.
