Scheme of the 2018 \"TEDA • Huabo Cup\" Innovation and Entrepreneurship Contest for Overseas Chinese
In order to thoroughly implement the "One Belt One Road", innovation-driven development, coordinated development of Beijing, Tianjin and Hebei Province, supply side reform and other major national strategies, and to promote the high-quality development of China\'s economy, according to the relevant requirements in the 2018Y government report on promoting the industry-university-research coordinated development and deep integration of innovation entities and creating the updated version of "entrepreneurship and innovation", as well as relevant work arrangements in Overseas Chinese Affairs Office; Oversea Chinese Affairs Office of the State Council and the Tianjin Municipal People\'s Government on holding the 2018Y "Overseas Entrepreneurs Designer Expo", the Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government, Tianjin Economic-Technological Development Area Management Committee as the leaders plan to hold the 2018 "TEDA • Huabo Cup" Innovation and Entrepreneurship Contest for Overseas Chinese during the period of the 2018 "Overseas Entrepreneurs Designer Expo", and the specific scheme is as follows:
I. Contest background
The "Overseas Entrepreneurs Designer Expo" event is an important action of Tianjin deepening the opening to the outside world, accelerating the investment promotion and realizing the recruitment of talents and introduction of intelligence. As one of the important content of the activity, 2017 TEDA • Huabo Cup Innovation and Entrepreneurship Contest for Overseas Chinese has been successfully held in Tianjin in Jun. 2017. This contest gathered the innovative intelligence from all over the world, and attracted the overseas Chinese and domestic innovative entrepreneurs actively participate in. Good effect has been gained.
In 2018, The Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government and Tianjin Economic-Technological Development Area Management Committee will continue implementing the "Overseas Chinese Innovation" to invite the overseas Chinese all over the world to have negotiation in Tianjin and seek for business opportunities to achieve joint development. The contest is in accordance with the national overall requirements of entrepreneurship and innovation serving the real economy, integrating high quality innovative inspiration by facing the professionals of overseas and domestic Chinese, providing services for the local real enterprises which have the technical demand and clearing the channel of the enterprises who have demands and the technical results to stimulate the creative vitality and innovation and entrepreneurship passion of the innovative talents and excellent leaders of the overseas Chinese to create the "new engine" of Tianjin\'s economic development and provide long-term energy for Tianjin\'s economic development.

IV. Contest System
Being in accordance with the new requirements in the process of new time and new development and implementing the high quality development concept of the 19th National Congress of CPC, the contest will take the demand of Tianjin\'s real enterprises as the subject, make full use of global innovation resources advantages to help the enterprise with demand to solve the actual problems and improve the deep integration of industrial research and application. The contest will center on the key industrial fields of new generation information technology, intelligent equipment and energy saving and environment protecting, etc. to select the enterprises with demands as the question setting unit of this contest and set questions for this contest in accordance with the actual technical demands of the enterprises. The contest will critically connect and organize the technology owner with innovation capacity and successful case in the overseas and domestic Chinese (included but not limited) to provide solutions to technology demand side. Each award will be elected after the comprehensive appraisal and appraisement of the linkages, such as preliminary contest and final to promote the technology demand side and the technology supply side to establish cooperation relationship with each other.
V. Participating objects
The technology owner of the self-employed team, individual, scientific research institution, university, newly established enterprise and leading enterprise (include but not limit the oversea Chinese) that with innovation capacity and successful case.
VI. Contest Award and Contest Welfare
(I) Contest Award
There are five questions set in the contest. 1 first prize will be set for each question, the award is CNY 150,000; 1 second will set for each question, the award is CNY 50,000. The total award of each question is CNY 200,000. CNY 1 million in total for 5 questions. In case the technical demand side and supply side who continue carrying result transfer and transformation after the contest, a maximum special award of CNY 5 million will be awarded.
(II) Contest welfare
The contest platform is an all-win platform for the technology demand side, technology supply side and technology intermediary side. Each party will contribute their respective advantage resources and share innovation results and benefits in the platform.
The welfare of the enterprises issuing demands:
1. With the help of the national influence of this contest platform to gather national innovative resources and to collect technical problem solutions for the enterprises who have demands for free.
2. Making use of the national influence of this contest to promote the enterprise\'s innovative culture and product, the enterprises may have the opportunity to connect with each innovative resource of China to speed up the enterprise technical and product innovation proses.
3. For the enterprises who realize technology demand and supply docking in during the participation, they will be preferentially recommended being brought to the Tianjin technology plan support.
Welfare of the participating team.
1. Butt joint with the famous enterprises, carry out technical cooperation or entrusting development with the famous enterprises to gain the orders of the famous enterprises.
2. Provide the services, such as technology policy consultation, enterprise strategical consultancy, intellectual property right, technology transaction, investment and financing, as well as talent docking, etc. for the participating teams.
3. The cooperation project with high quality will have the chance to gain the investment and financing support of the investment institutions.
4. Gain the award and special prize of the contest.
VII. Contest Schedule and Form
The contest is divided several linkages, such as contest question collection and issuance, first review of the qualification, preliminary contest, intensive docking activities, final and award ceremony, etc.
(I) Contest question collection and issuance: Before May 15
The Contest Committee will be in accordance with the leading industries, such as intelligent equipment, new generation technology information and energy saving and environment protecting, to organize and select relevant industrial enterprises as the question setting units of this contest, each unit will submit the questions to the Contest as per the question issuing template. After the collection of the contest questions, the Contest Committee will organize and hold intensive question polishing meeting, and synchronously hold the global kick-off meeting and question issuing conference in the development area and the ZCC Innovation Center @Silicon Valley State of California, the US on May, 15 of Beijing time.
(II) Contest registration: From May 15th to Jun. 15th
After the kick-off meeting of the contest, the participants may sign up by the special sign up channel of "Huabo" contest to enter the registration system, filling the signing up information and upload the scheme.
(III). First review of the qualification: From June 16 to June 17
The organizer will conduct the first review of the qualification of the participants, for the declarants who do not comply with the eligibility or fail to submit the application materials in accordance with the requirements of the regulations, they will not receive further notification.
(IV) Preliminary contest: Jun. 18 to Jun. 20
The registration deadline is Jun. 15. After successful registration of the teams, they will provide solutions as per the content of the technical demand in the questions of the contest. The electronic version of the solutions should be submitted to the Contest Committee before Jun. 15, the Contest Committee will distribute the solutions to the question setting enterprises after collection and arrangement. The team who pass the selection will have the qualification to participate in the final. The question setting enterprises have to feedback the list of the team entering the final before Jun. 20. In principle, the number of the teams who are selected by each question setting enterprise to enter the final should be more than 5.
(V) Intensive docking activities JUNE 22 - JULY 3
For the teams entering the final, they will be organized to have connection and communication activities with the question setting enterprises.
(VI) Final: Jul. 10
The teams qualifying for the final have to display the selected demand solution by mean of project road show. The Contest Committee will invite the experts to discuss and assess the demand solution submitted by the teams in accordance with question group. The grading is hundred-mark system, and the rank of the question group will be determined by the scoring order.
(VII) Award ceremony: Jul. 13
The on-site award ceremony will be held in the opening ceremony of "Overseas Entrepreneurs Designer Expo".
VIII. Major Activities
(I) Kick-off meeting and contest question issuing conference

Person: The activity scale is about 100 persons, including the representatives of municipal leaders, each government office, government of Binhai New District, technology enterprises, technology research institutions and news media, etc.; and the representatives of oversea technology enterprises, investment institutions and overseas news media, etc.
(II) Final
Date: Jul. 10
Address: TEDA Entrepreneurship and Innovation Demonstration Zone
Person: The activity scale is about 100 persons, the industry experts, enterprise experts, scientific institutions, financial institutions and the responsible persons of the participating teams will participate in.
(III) Docking activity of supply and demand
Date: Jul. 13
Address: MJCEC
Person: The scale activity is about 100 persons, including representatives of overseas Chinese, local technology enterprise, scientific research institutions, innovation platform, financial institution representatives, question setting units of the contest, participating teams and news media, etc.
IX. Set of Contest Committee
The Contest Committee is the set contest group of the Organizing Committee office of the Overseas Entrepreneurs Designer Expo, it receives the instruction of Organizing Committee office. The group leader unit of the contest is set in Tianjin Economic-Technological Development Area Management Committee, Comrade Yu Mei, the vice director of the Development Area Management Committee, serves as the group leader.
X. Fee Arrangement
Each budgeted cost of the contest is CNY 3 million in total, and it is undertaken by Tianjin Economic-Technological Development Area Management Committee. Wherein, the contest working expenditure of CNY 2 million is paid by Development Area Management Committee in accordance with the relevant procedures of government procurement; Contest award of CNY 1 million is paid by the Development Area Management Committee in accordance with the award conditions of the contest.
XI. Work Arrangement
1. The Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government and the Development Area Management Committee are responsible for the overall coordination of the contest.
2. The Development Area Management Committee is responsible for the works of contest scheme drafting, contest question collection and question polishing, The Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government is responsible for the scheme review and submission.
3. The Development Area Management Committee is responsible for the works of participating information arranging and review, as well as contest award payment;
4. The Development Area Management Committee is responsible for selecting the contest co-organizer in accordance with the procedures of government procurement. And the co-organizer is responsible for the organization and general affairs of each linkage of the contest.
5. The Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government is responsible for coordinating with Tianjin Municipal Science and Technology Commission, Tianjin Municipal Education Commission, Overseas Chinese Affairs Office of each district, technology component department and the Innovation Park of the International Students to complete partial works of contest registration and collection.
6. The Overseas Chinese Affairs Office of Tianjin Municipal People\'s Government and Development Area Management Committee is responsible for the publicizing and reporting works of the contest.
