Meeting in Shanghai, Joining Hands Across Regions: Eight Yangtze River Delta Projects Settle in Wuqing Development Area
On the morning of July 31, the “2026 Tianjin·Wuqing Beijing-Tianjin Industrial New City Promotion (Shanghai) & Wuqing Development Area Key-Project Signing Ceremony” was successfully held in Shanghai.

Present at the event were Zhu Hong, Director of the Foreign Investment Comprehensive Division (Development Zone Division), Tianjin Municipal Commerce Bureau; Lang Cong, Deputy Secretary of the Party Working Committee and Director of the Management Committee, Beijing-Tianjin Industrial New City (Development Area); Zhang Peng, Secretary of the Party Leadership Group and Director of Wuqing District Investment Promotion Bureau, concurrently Deputy Director of the District Government Office; Wang Jibin, Secretary of the Party Committee and Chairman, Wuqing Development Area Co., Ltd., and Wang Yu, Deputy General Manager of Wuqing Development Area Investment Promotion Company. Representatives from more than 80 enterprises and investment institutions gathered to explore cooperation opportunities, discuss development prospects and chart a promising blueprint for future growth.

Zhu Hong, speaking on behalf of the Tianjin Municipal Commerce Bureau, congratulated the event on its successful convening and extended thanks to guests who support Tianjin’s development as well as entrepreneurs planning to invest in the city. He noted that Shanghai serves as a core innovation source for the Yangtze River Delta, home to abundant high-quality resources in artificial intelligence, advanced manufacturing and industrial capital, featuring dynamic innovation and complete industrial-chain support.
As Tianjin’s only national-level economic and technological development area fully integrated into the capital commuter circle, Wuqing Development Area boasts unique geographical strengths. It puts into practice the collaborative approach of “R&D in Beijing-Tianjin, Commercialization in Wuqing,” backed by multiple policy dividends from the pilot free-trade zone’s linked-innovation initiatives. Endowed with a sound advanced-manufacturing system and a well-established opening-up policy framework, the Area is vigorously fostering new-quality productive forces. It keeps advancing industrial-chain collaboration and scenario-driven application models, attracting science-driven enterprises with tangible market opportunities and project orders.
Tianjin enjoys strong industrial complementarity and broad cooperation potential with Shanghai and Jiangsu, making cross-regional collaboration highly opportune. He sincerely invited high-tech enterprises and industrial capital from the Yangtze River Delta to visit and deepen investment in Wuqing. Enterprises can leverage the Area’s diverse application scenarios to expand into northern China and share the benefits of the Beijing-Tianjin-Hebei coordinated development strategy. The Tianjin municipal government will deliver full-life-cycle enterprise services with optimal policies, maximum efficiency and comprehensive supporting platforms—enabling technologies to find real-world scenarios, products to access markets and enterprises to scale up and thrive.

Zhang Peng, on behalf of the Wuqing District Committee and District Government, extended a warm welcome to all attendees and expressed sincere gratitude for their long-term support for Wuqing’s growth. He stated that in recent years, Wuqing has prioritized the development of the Beijing-Tianjin Industrial New City. Guided by its "dual-high" strategy focusing on intelligent technology and biomedicine and supported by Wuqing Development Area, the district is accelerating the building of a new hub for receiving Beijing’s non-capital function relocations, a highland for high-end industries and an innovation magnet for Beijing-Tianjin science-and-technology talent. It features complete industrial support and vast application markets to capture innovation spillovers and enable large-scale roll-out of cutting-edge technologies.
He expressed the hope that entrepreneurs would take this signing as a fresh starting point to further expand industrial footprints in Wuqing. He encouraged them to bring more upstream-and-downstream partners for site visits and clustered investment, jointly creating a new model for cross-regional industrial linkage between the Yangtze River Delta and the Beijing-Tianjin-Hebei region.

During the promotion session, Wang Jibin outlined Wuqing’s investment strengths covering strategic geographic location, complete industrial systems, national-level institutional platforms, full-value-chain industrial ecosystems, multi-level science-and-innovation resources, diversified capital empowerment and comprehensive factor support. Focusing on the intelligent-technology track, he elaborated on the core strengths and cooperation pathways of Beijing-Tianjin Industrial New City and Wuqing Development Area in undertaking industrial resource spillovers from the Yangtze River Delta and empowering enterprises to scale up industrial operations in northern China. He also accurately responded to core business demands of Yangtze River Delta enterprises: northward expansion, cost reduction, market enlargement and innovation commercialization.

At the exchange session, entrepreneur representatives from Versigent Electric Systems, Shanghai Sunland Private Equity Fund and iRIC International Joint Innovation Center for Intelligent Manufacturing & Robotics shared industry insights, their industrial layout practices and cooperation outlooks. They commended Wuqing for its streamlined, world-class business environment, steady multi-level talent supply and closed-loop industrial ecosystem. They highly recognized the Area’s comprehensive full-chain support for corporate growth, offering valuable practical references for other Yangtze River Delta enterprises considering investment or industrial relocation.

In her closing remarks, Lang Cong noted that this special Shanghai-themed event has built a bridge for connections between Wuqing and Yangtze River Delta-based enterprises. As the core carrier of the Beijing-Tianjin Industrial New City, Wuqing Development Area has solid industrial foundations and a complete industrial ecosystem, making it an ideal base for Yangtze River Delta enterprises seeking to tap markets in northern China and set up manufacturing facilities.
The newly signed projects align closely with the Area’s priority industrial sectors. High-quality government services will guarantee smooth construction, commissioning and business growth for these projects. Meanwhile, we look forward to deeper ties with Yangtze River Delta entrepreneurs to seize development opportunities, leverage complementary north-south resources, strengthen industrial collaboration and deliver win-win outcomes.

At the ceremony, Wuqing Development Area signed agreements for eight high-quality Yangtze River Delta projects: Versigent Electric Systems, Illinois Medicare Robot, Qiju Medical Technology, Suzhou Chuangyuan New Energy Technology and UniX AI, among others. The projects span promising sectors including intelligent robotics, automotive electronics, medical innovation and new-material technologies. Upon reaching full production capacity, they are projected to generate an annual output value of 800 million yuan.
These signed projects represent concrete moves by entrepreneurs to capture the Beijing-Tianjin-Hebei market opportunities and establish industrial presences in northern China. They also serve as a vivid example of two-way interaction and deep collaboration between Wuqing and Yangtze River Delta industrial resources, injecting robust momentum into Wuqing’s pursuit of a RMB 100-billion-level intelligent technology industrial cluster.
