Multi-Pronged Efforts: Wuqing Development Area Delivers New Achievements in High-Quality Development
Time flies, yet strides remain firm; solid action propels us ever forward. As a key pillar of the Beijing-Tianjin Industrial New City and a primary engine for regional economic growth, Wuqing Development Area prioritizes high-quality development. It advances industrial cultivation, accelerates project construction, optimizes the business environment and consolidates its development foundation, securing solid phased progress across key work streams.
In the first half of the year, the Area recorded general budget revenue of RMB 1.17 billion, gross output value of industrial enterprises above designated size of RMB 27.272 billion, wholesale and retail sales above designated size of RMB 30.844 billion, and fixed-asset investment of RMB 2.789 billion, demonstrating a steady and positive overall development trajectory with robust momentum.
1. Investment Promotion: “Blossoming” Along the Industrial Chain
Shifting from Extensive Intake to Targeted High-quality Selection
Focusing on its pillar industries of intelligent technology and biomedicine, Wuqing Development Area keeps refining its investment-promotion approaches: targeted industrial-chain-based outreach, platform-empowered attraction and event-driven promotion. It broadens outreach channels and pools high-quality industrial resources. Leveraging high-profile events such as the World Intelligence Expo and the Biomanufacturing Competition, the Area has organized a series of activities including Sino-European business exchanges, centralized signing ceremonies and dedicated promotion sessions, precisely connecting with premium industrial resources, identifying potential cooperation projects, and driving the shift of investment promotion from extensive intake to targeted high-quality selection.
In the first half of the year, the Area attracted a total of 136 high-quality industrial projects with aggregate investment exceeding RMB 5.45 billion. Among them are 48 intelligent technology projects including Huaxiang Precision and AGIBOT, as well as 10 biomedicine projects such as Majorbio and United-Power Pharma Tech. Project scale, technological content and industrial matching degree keep improving, further highlighting the cluster-driven and chain-based growth of pillar industries.
2. Project Construction: Building Quality-Oriented Foundations
Upholding the Principles of “Project First” and “Quality-Centered”
Wuqing Development Area adheres to the principles of "Project First" and “Quality-Centered,” leveraging key project construction to drive an overall upgrade of the Area’s development capability. Focused on its annual key construction mandates, the Area is pushing forward four major district-level benchmark industrial projects — Crintek Intelligence, Enginetech, Tsingke Biotech, and Tieke (Tianjin) Technology Phase Ⅲ — while strictly controlling construction safety, project quality, and progress schedules to ensure orderly and staggered implementation and timely completion.
Meanwhile, the Area has coordinated the roll-out of 2 major categories covering 47 sub-items of key projects, adopting tailored measures, roadmap-based management and closed-loop execution. To date, 3 out of 14 self-constructed projects have been completed; 4 out of 37 industrial projects have been completed; and three real-estate supporting projects are progressing steadily on schedule. A number of key projects are advancing toward commissioning and operation, continuously empowering industrial upgrading and the expansion of the real economy.
3. Enterprise Services: Boosting Corporate Benefits and Efficiency
Serving Others Means Achieving Self-Development
Wuqing Development Area has long upheld the philosophy of “Serving others means achieving self-development,” continuously cultivating a superior business environment and delivering thorough, meticulous full-life-cycle services for enterprises. It efficiently runs the Enterprise Product Exhibition Center as a professional, regular supply-demand matching platform, and fully leverages the driving role of chain-leading enterprises to promote integrated growth, resource sharing, joint technological innovation and mutual benefits among upstream and downstream firms.
In the first half of the year, the Area organized 28 enterprise matchmaking meetings and 17 product promotion events, enabling precise supply-demand matching and generating cooperation orders worth approximately RMB 12 million. It has fully rolled out the enterprise service specialist system, with regular on-site research and visits to enterprises. Over 1,400 enterprise visits were completed, policy briefings were delivered for 160 enterprises. A total of 103 corporate requests were collected with a 100% resolution rate. Precise and efficient services help enterprises address difficulties and shore up business confidence.
Halfway through the journey, heavy responsibilities lie ahead. In the second half of the year, Wuqing Development Area will stay fully committed to its annual targets, continuously strengthening industries, optimizing projects and refining services. Drawing on its geographical strengths for Beijing-Tianjin coordinated development, the Area will strive with concrete actions to fuel the high-quality development of the region with tangible results.
