Boosting the Business Environment Further

In order to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech during his inspection tour of Tianjin and his important instructions on urban renewal, Wuqing Development Area has focused on achieving refined urban management as its goal this year. It has carried out urban renewal work through multiple measures, centering on carrier renewal, sanitation improvement, facility upgrading, order management, and environmental enhancement.
01 Focusing on Carrier Renewal
Upgrades and renovations, including structural reinforcement, green and low-carbon transformation, technological scene creation, and interior and exterior decoration, have been carried out on industrial spaces such as old factories to optimize their functions, improve efficiency, and expand high-quality development space for leading industries such as intelligent technology and biomedicine, driving regional industrial upgrading. Currently, 6 cases of collapsed manhole covers and pipelines in carriers such as Jinhui, Beiouyuan, and Gaoxin Apartments have been repaired, over 800 square meters of standard factory floor tiles have been renovated, more than 8,000 square meters of windows in Gaoxin Apartment dormitory buildings have been replaced, 300 square meters of marble steps and over 100 meters of isolation guardrail road facilities have been replaced. Additionally, 19,000 square meters of old factories in the zone are undergoing renovation and upgrading, with 53,000 square meters set to commence soon and 65,000 square meters in the planning stage.
02 Strengthening Sanitation Improvement
Efforts have been made to improve the environmental sanitation around main roads, secondary roads, and key areas such as the Entrepreneurship Headquarters Base. Clean-up operations have targeted dead corners in transportation hubs, parking lots, and areas under bridges, as well as aquatic plants and various floating wastes in rivers and water bodies. As of now, 392 instances of small advertisements have been cleared, 46 cases of disorderly stacking along routes have been disposed of, 120 cases of floating debris and shoreline garbage in rivers and lakes have been addressed, and over 1,700 cubic meters of garbage and debris have been removed. Meanwhile, a "Spring Special Action on Water Environment in the Development Area" has been launched, involving over 500 personnel and 20 vehicles.
Continuous supervision of domestic waste classification has been maintained to ensure that enterprises in the zone have "five in place" systems, including policy construction, facility configuration, classified disposal, record-keeping, and public awareness campaigns. It also ensures that waste collection units transport waste in a classified manner, avoiding mixed collection and transportation, and non-designated disposal points. As of now, a total of 1,099 tons of domestic waste from enterprises have been collected and transported.
03 Strengthening Road and Bridge Maintenance
Safety hazard inspections and maintenance of urban road and bridge facilities have been strengthened to ensure smooth and even road surfaces, free of potholes, looseness, or uneven manhole covers, as well as solid, straight, clean, and corrosion-free bridge railings. Sidewalks are required to be flat, free of subsidence or defects, with stable, straight curbstones and complete盲道 (braille sidewalks, here retaining the Chinese term as it is a specific term for accessibility features). As of now, 16,950 square meters of sidewalk tiles and 490 linear meters of curbstones have been replaced or adjusted, and 510 square meters of road surfaces have been repaired.
Inspections and rectifications of safety hazards in manhole covers have been conducted, with 9 sewage receiving wells and 4 inspection wells repaired, 1 sewage receiving well cover and 3 inspection well covers replaced, 15 sewage inspection wells cleaned, 3 sewage pumps overhauled, and 7 rainwater pumps inspected.
04 Strengthening Order Management
Joint efforts with the Comprehensive Law Enforcement Brigades of Xuguantun and Dongpuwa, as well as the Traffic Police Yangcun Brigade, have been made to clear vendors occupying roads around Tianshi College, urging operators to comply with urban environmental management regulations and operate within designated times, locations, and areas to ensure a clean and orderly environment and smooth traffic flow in the surrounding areas.
Strict governance of the environment around construction sites has been implemented to ensure clean and undamaged surrounding roads, as well as tidy and aesthetically pleasing fences, enclosures, and railings. As of now, 48 applications for earthwork vehicle routes have been approved, 28 cases of incomplete construction procedures have been handled, 6 cases of exposed soil at construction sites have been rectified, 46 instances of outdated promotional materials, faded advertising cloth, and spray-painted fences have been removed, 77 road flags on Fuyuan Road have been repaired, 130 square meters of simulated grass on fences have been replaced, and 4,500 square meters of fence panels have been updated.
05 Optimizing Urban Appearance
Maintenance and updating of urban furniture such as traffic signs, road nameplates, and streetlights have been carried out diligently, with missing traffic lines replenished and blurred ones re-marked. Eight faulty traffic lights have been repaired, 760 displaced or tilted guardrails have been restored, and guardrails have been washed twice in total. A total of 3,847 streetlights in the Development Area have been inspected, with 133 repaired. A procurement and maintenance plan has been formulated for missing lamp inspection doors and rusted lamp bases. Installation of traffic lights at the intersection of Xinchuang Road and Fuyuan Road, as well as repainting of old road markings in the Development Area, have been initiated, with an expected addition of 390 on-street parking spaces. Meanwhile, greening environment enhancement and renovation work have been carried out, including the removal of winter protection facilities, spring water irrigation, intermediate tillage and fertilization, pruning of seedlings, and pest control. Currently, 1,200 square meters of lawn bald spots have been treated, and 22,000 square meters of lawn have been completely replaced.
In terms of improving the enterprise environment, tours of enterprise compounds have been completed and a ledger has been established. A deployment meeting on improving the environment of enterprise compounds in the Development Area has been held, with over 160 enterprises participating. Enterprises have been urged to complete problem rectification by the end of May, with 20 cases already completed.

Implementing urban renewal initiatives is one of the important measures to promote the upgrading of the business environment in the zone. In the next step, Wuqing Development Area will continue to carry out various urban renewal tasks, enhance development potential, optimize development space, inject new momentum into high-quality development, and paint a beautiful picture of an "open, collaborative, and innovative hub; a low-carbon, smart, and happy city."
