Investment attraction is the "lifeblood" of economic work and the hardcore support for enhancing development momentum. In the first three quarters, Wuqing Development Area attracted 197 projects, with 122 projects landing in the core area of the Beijing-Tianjin Industrial New City, bringing in 4.38 billion yuan of investment.
Revitalizing idle assets to awaken investment resources
By fully tapping the development potential of idle assets, a special task force for asset revitalization has been established, and a leadership team has been formed to take charge of revitalization efforts. The projects under construction, under negotiation, idle, and unfinished were subdivided and measures were implemented based on their classifications. The projects of "emptying the cage to change birds" and "phoenix nirvana" were vigorously implemented, and methods such as land recovery, development within a limited time, cooperative development, guided transfer, and leasehold sublease were adopted to transform "idle stocks" into "high-quality increments," laying a solid foundation for the Area's investment attraction work. Currently, a total of 505,800 square meters of land, factories, and buildings have been revitalized.
Industry chain investment attraction to build an industrial ecosystem
With the development of new-quality productive forces as the key focus, the Area prioritizes "intelligent technology and biomedicine" as high-growth industries. It focuses on complementing weak industries in the supply chain, extending advantageous industries, upgrading traditional industries, and establishing emerging industries. The Area shifts the focus of project attraction to leading industries such as intelligent technology, biomedicine, and high-end fashion consumption. It continuously intensifies the recruitment and cultivation of leading enterprises in the industry and proactively layouts strategic emerging industries such as future intelligence, low-altitude economy, and cutting-edge new materials. By continuously shaping new advantages and new drivers for high-quality development, a series of high-quality projects such as Zhongze Jiuzhou, Tianda Intelligent Perception, Shuyin Network, Zhongji Dangkang, and Sinoma International Engineering have successively landed, injecting "source water" into high-quality development.
Cultivating innovative platforms to promote the transformation of scientific and technological achievements
The Area strives to create a "powerful engine" for scientific and technological innovation, strengthens the linkage of scientific and technological innovation elements and integrated innovation, fully leverages the role of innovative platforms, continuously builds a collaborative innovation pattern among enterprises, universities, and research institutes, and accelerates the incubation, transformation, and industrialization of scientific and technological achievements. In the first three quarters, six matching meetings for the transformation of scientific and technological achievements and corporate technical needs were held, and 28 incubation projects such as Kerui Hua'an, Gezhi Boya, and Huipu Information were introduced. At the same time, the Area expands the number of innovation entities and implements a cultivation program for technology-based enterprises, with 146 new national technology-based small and medium-sized enterprises, 100 swan enterprises, eight gazelle enterprises, and five leading (cultivation) enterprises being cultivated.
Opening up to the outside world at a high level to attract foreign investment
The Area adheres to the principles of high-quality "bringing in" and high-level "going out." It signed an investment promotion cooperation agreement with the China International Investment Promotion Center (German Center). It invited German and South Korean biomedical enterprise groups and Russian enterprise delegations to the Area for exchanges and cooperation, and conducted investment promotion activities in countries such as Germany, Spain, Denmark, France, Switzerland, Russia, the United Kingdom, and Sweden, continuously releasing the "magnetic attraction" for foreign investment. A series of high-quality foreign-invested projects such as Mahle Pump Systems, Zhongbei Yingcarbon, and Houhua International Trade have been introduced, and foreign-invested enterprises such as Emerson, Nippon Bohr, and Linkun Technology have expanded their investments and production.
Polishing the "golden signboard" to attract businesses with a business-friendly environment
Adhering to the philosophy of "serving others means developing oneself," the Area continuously polishes its "golden signboard" of high-quality services, formulates the "Wuqing Development Area Action Plan for Improving the Business Environment," and launches ten specific measures focusing on enterprise services, scientific and technological innovation, financial support, talent cultivation, etc., to accelerate the improvement of the Area's business environment. The Area fully establishes a regular matchmaking platform for enterprises, enhances industrial interoperability and resource sharing, and holds more than ten industrial matchmaking meetings in fields such as intelligent technology, automotive components, and photovoltaic new energy, facilitating cooperation among nearly 20 enterprises. Meanwhile, leveraging the advantages of the enterprise product exhibition center, the Area frequently organizes precise matchmaking activities for Area enterprises, helping them expand product sales channels and create an internal supply and demand "circulation" within the Area, thereby creating a "magnetic field" with an excellent business environment, strong investment attraction advantages, and good industrial development.
Currently, it is a crucial time to sprint towards the fourth quarter and strive to achieve the goals for the whole year. Guided by the thoughts of Xi Jinping, the core leader of the CPC, Wuqing Development Area will thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the important speech of General Secretary Xi Jinping during his inspection of Tianjin. With Beijing-Tianjin-Hebei integrated development as the strategic traction, the Area will take the "three quantities and three new initiatives" as its focus, serve the Beijing-Tianjin Industrial New City as its starting point, solidly promote the implementation of the city's "ten actions" for high-quality development and the district party committee's "3+1+1" work ideas, and strive to inject strong momentum into the high-quality economic and social development of the whole district with a "fighting" attitude towards investment attraction.
