With Cohesion of Minds and Efforts and Precise Moves, Wuqing Development Zone Fared Well in Partner Assistance with Multiple Moves
By strictly putting into effect requirements in Opinions Regarding Implementation of the New Round of Partner Assistance on Hardscrabble Villages by the District Commission and the District Government since September,2017,Wuqing Development Zone has opened up two Work Teams for Assistance that offer partner assistance respectively to Hancun Village and Xiaozhaozhuang Village in Baigutun Town and Puxiantuo Village and Caojiagang Village in Dahuangbao Town.With vigorous countenance and collaboration of Party Committee and government of the two towns and village committees of the involving villages,Wuqing Development Zone has romped home valid achievement in its partner assistance.
First,intensify construction of village-level organizations.
It is an active figure in activities of village branches thrown by two committees of the involving villages.It would assist the villages thoroughly implement‘three-convention-and-one-lecture’mechanism for grassroots Party organizations,propel normalization and institutionalization of learning and education of‘two study and one do’,constantly boost livelihood quality of village-level Party organizations and propel institutionalization and regulation of grassroots Party organizations.It would collaborate with two towns in successfully achieving election at expiration of office terms in the four villages and help with acceptance check on founding of‘five-merits Party branch’in these villages.
Second,timely appropriate finance for assistance.
To date,the Development Zone has appropriated a total tally of assistance fund of 5.641 million Yuan and 1.68 million Yuan respectively to Baigutun Town and Dahuangbao Town as special fund earmarked for fixed purpose.All assistance fund is used to contribute to these hardscrabble villages.
Third,solidly launch infrastructure building.
It offered assistance to Hancun village of Baigutun Town in repair the 2.3-kilometer pathway leading to the village,and build a small-scaled sewage processing plant.It is actively propelling rectification of low-voltage line.It helped Xiaozhaozhuang village of Baigutun Town newly build 14 cement roads,lay bloated bricks of 9010 square meters and install 56 roadside lamps.It helped Puxiantuo village of Dahuangbao town renovate 2 bridges in the western corner,restore and control the pit-pond water basin in the southern corner,newly build a 316kVA transformer for rural purpose,and fix wells for drinking water,mount 60 solar energy road lamps.It offered assistance to Caojiagang Village in Dahuangbao Town in building of pro-peasant information society,renovation and governance of canals in the eastern corner and installation of 107 solar energy roadside lamps.
Fourth,accelerate construction of industrial projects.
It gave assistance to the Party committee and government of Baigutun Town by propelling construction of‘one business for one town’and building up Pro-people Facility Agricultural Park in Baigutun Town.The main body has been finished as of now.It helped the Party committee and government of Dahuangbao Town advance building of‘one business for one town’,set up the stereoscopic cultivation project for paddy,contribute to an extra of 150,000 Yuan for collective operational revenues for each village on the yearly basis and realize‘industry-propelled full coverage’.
Fifth,actively help hardscrabble clusters.
It assisted the four involving villages with archive establishment for poverty-stricken people with low incomes.By introducing‘big data platform for agriculture,rural area and rural residents’with monthly renewal,it helps viably ensure full insurance targeted the needy group.By thoroughly carrying out the activity of‘ten thousand Party members on the tour to help ten thousand households’,it is actively engaged in organizing cadres at the middle level and above to visit and pay solace to poverty-stricken clusters and Party members aged 70 and above.An accumulation of 91,000 Yuan is donated in three such tours.By vigorously contacting with relevant departments,it assists 26 hardscrabble households with transformation of rickety houses.
