Key tasks for 2020 of Wuqing Development Area Working Committee of CPC:
The Key Work Points of the Working Committee of the Wuqing Development Area of the COMMUNIST Party of China for 2020 have been examined and approved by the working Committee\'s executive Committee, and are hereby issued. All departments and directly affiliated companies are requested to organize employees to study and study earnestly, and further unify their ideas, build consensus, take responsibility and make full implementation, so as to ensure the successful completion of annual targets and tasks and promote the development of the Development Area to a new level.

The year 2020 is the final year of building a moderately prosperous society in all respects and the 13th Five-Year Plan. It is also a key year for Wuqing Development Area to accelerate the promotion of high-quality development and leap over the period of strategic adjustment.
First, strengthen investment guidance, promote industrial structure optimization and upgrading
(1) Actively undertake the transfer of non-capital functions in Beijing. Using the carrier space of Beijing office, Beijing investment attraction workstation is set up. We will deepen cooperation with key departments, institutions and social organizations in Beijing, expand the scope of cooperation, refine the content of cooperation, and release the effects of cooperation. We will cooperate with Tongzhou Investment Promotion Bureau to jointly build "Tongzhou -- Wuqing Beijing-Tianjin Industry Cooperation Demonstration Center", and strive to build an industrialization base for project cooperation, talent exchange and scientific and technological innovation between the two places. We have explored a new mode of cooperation with Zhongguancun Development Group, focused on high-quality project resources in the capital, targeted, and introduced more than 200 projects in Beijing throughout the year.
(3) Improving project quality and efficiency. We will continue to give top priority to the development of the real economy, take core technologies, core teams, economic contributions and future invention patents as important evaluation considerations, and vigorously promote the substantialization of registered enterprises through the introduction of projects to stimulate talent accumulation, enhance r&d capabilities and establish corporate headquarters. To enhance the development potential as the goal, give consideration to the project scale and growth, adhere to two-way power, outstanding efficiency effect. Give full play to the role of the German representative office, strengthen the introduction of high-quality foreign investment projects. In the whole year, more than 20 projects of top 500 global and domestic enterprises, top 100 state-owned enterprises, listed companies and private enterprises were introduced, and more than 20 foreign-funded projects were introduced.
Second, adhere to the overall planning and scheduling, to maintain stable economic operation
(1) Keep the stock stable. Carry out research and analysis of economic operation on a regular basis, and keep abreast of business trends. Provide key enterprises with "tax service package", take the initiative to listen to their opinions, provide services, solve problems, and promote their production and efficiency. We will fully implement supportive policies to increase enterprises\' enthusiasm for paying taxes. We will speed up the establishment of a linkage mechanism for tax regulation, continue to do a good job in checking and sorting out tax receipts, and ensure that all receivables and payables are paid.
(3) Guard against debt risks. We will expand financing channels, raise credit ratings, reduce financing costs, and raise 10 billion yuan through a combination of bank loans, bond issuance and land transfer to meet the capital needs of construction projects. We will move faster to dissolve outstanding debt, establish a mechanism for preventing and controlling debt risks, strengthen budgetary management of funds, make overall planning of funds, and strictly prevent and control debt risks. Accelerate the integration of assets and actively promote the reform of state-owned enterprises. We will tighten our belt, practice industry and thrift, and resolutely cut down on general expenditures.
With regional concentration, industrial cluster and intensive development as the direction, adhering to the high starting point planning and high-standard construction, we will explore the development and construction mode of new industrial parks, strive to build high-quality carriers, and lay the foundation for building a sound industrial ecology.
(2) Accelerating the development and construction of a number of key sectors Based on entrepreneurship and issue QiBu District headquarters, independent innovation, science and technology research and development, the modern service 3 big functions, adhere to the "demonstration leading global stock and revitalize the" key areas as a whole, leading to wanda, petrochina, oakes, build with showers of the main stem of the transformation and upgrading of blending services of production and life area. Accelerate the remaining demolition work of the second phase of The Sino-Europe Industrial Park, and timely start the compilation of the general plan and control plan of Guogutun area to further expand the development space.
(4) Revitalize the stock space of built-up areas. We will establish a comprehensive evaluation system for regional space, comprehensively evaluate functional zoning and enterprise benefits, and step up efforts to clean up inefficient and zombie enterprises. Regularly organize the centralized promotion of idle carriers to promote the utilization of idle carriers in the service industry such as Swan Lake, Kirin Shang Island waterside pavilion and East Lake Club. We will improve and implement the management measures for leasing and selling plants, strengthen the inspection and supervision of idle carriers, and regularly update the database. We formulated the "one Enterprise, one Policy" plan to revitalize the idle 300 mu of land and 100,000 square meters of factory buildings throughout the year by means of land recovery, development within a prescribed time limit, guidance for transfer and lease and sublease.
We will fully implement the strategy of innovation-driven development, explore more dynamic innovation models, accelerate the pooling of resources for innovation and entrepreneurship, and foster new industries and new drivers of high-quality development.
(2) Cultivating new growth drivers for development In line with the development direction of leading industries, we will prepare for scientific and technological innovation conference at a high level and actively integrate into the global innovation network. We accelerated the establishment of a diversified technology market service system, effectively promoted in-depth cooperation between industry, universities, research institutes and applications, and increased the volume of technology contracts by 34 million yuan. Fifth, we will improve the business environment and build fertile ground for investment and business development
(1) Improving the quality of production and life services. We will make full use of various special support policies to promote the optimization and upgrading of traditional industries. We will conscientiously implement the "19 Guidelines for Promoting the Development of the private economy" and fully stimulate the vitality of private enterprises. Improve the functions of enterprise service APP, promote the realization of "one-click" business analysis, online consultation and interaction, production and life services. We will strengthen the planning and construction of supporting commercial facilities in key areas and key nodes and introduce distinctive commercial projects. We will accelerate the construction of Wanda Project and put into operation such commercial supporting projects as Hilton Huanpeng Hotel and Fandeng Bookstore. The implementation of property "housekeeper" service, vigorously improve the quality of service. Construction began on a number of water, electricity, road and other infrastructure projects. We will take the lead in the application of 5G trials.
(3) Creating a sound ecological environment We will stick to the same direction and continue to strengthen oversight and inspection of the whole process, from environmental procedures to on-site supervision and management, and vigorously promote the rectification of problems to ensure that 100 percent of enterprises meet environmental standards. We will encourage 100 key polluters to install online monitoring systems for energy consumption, and constantly monitor the operation of pollution control equipment. We will strictly implement the system of river chiefs, continue to inspect and inspect the environment of rivers and lakes, and improve the water quality. A total of 42,000 square meters of new roads and some factories were afforested. We will implement grid management of city appearance and environment, strengthen city appearance order and environmental renovation, and maintain a good city appearance and environment for a long time. We will launch a nationwide campaign to build civilized urban areas and national health districts, and make them up to standard. Steady progress was made in all aspects of industrial encirclement and control.
Sixth, we should comprehensively govern the Party with strict discipline and pool strong synergy for work and entrepreneurship
(1) Strengthening the sense of responsibility. We will implement the guiding principles and instructions of General Secretary Xi Jinping in his important visit to Tianjin, strengthen the "four senses," strengthen the "four self-confidence," and resolutely safeguard the "two." We will strengthen the political responsibility of the armed forces, play a key role in the work of a small number of them, and consolidate political, leadership, and work responsibilities to ensure that all tasks are carried out to the letter.
(3) Consolidate the foundation for Party building.
