Work Plan of CPC Wuqing Development Area Working Committee in 2018
This year will kick off our efforts to put all the guiding principles from the Party’s 19th National Congress into action and it is a crucial year for continuing to implement the 13th Five-Year Plan. The Development Area is at its crucial point for development, transformation and upgrading and improvement of the quality and efficiency. Work requirements of all year around are as follows: follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; fully implement policies related to decisions of municipal Party committee and district committee; remain committed to the general principle of pursuing progress while ensuring stability; grasp top-quality basic development requirements; promote a change in quality, change in efficiency, and change in growth drivers; actively integrate into coordinated development of Beijing, Tianjin and Hebei Province; make strong moves in innovation-driven development and transformation development; continue to improve the business environment; promote sound and steady development of economy; embark on a new stage in construction of “collaborative innovation portal and ecological technology park” and construction of first-class national level development zone. It is expected that general public budget revenue will be RMB 2,800 million over the year; total industrial output value will be RMB 62,100 million; wholesale and retail sales above designated size will be RMB 40,800 million; fixed investments will be RMB 5,000 million; there will be over 300 top-quality projects over the year with capital attraction amount of over RMB 13,200 million and there will be over 100 subjects of tax payment. Annual goals of energy conservation, emission reductions, carbon reduction and environmental governance are completed.
I. Integrate into national strategy, promote coordinated development and make new breakthroughs
Stick to take coordinated development as political duty and development key, deepen cooperation on industry cooperation, project docking and park construction of Beijing, Tianjin and Hebei Province and actively focus on relieving Beijing of functions nonessential to its role as the nation’s capital.
(I) Strengthen planning. pay close attention to relieve Beijing of functions nonessential to its role as the nation’s capital, strengthen top-level design, aim at potential docking resources and create effective docking mechanism. Use the advanced planning idea of Xiongan New Area and Beijing sub-center for reference and conduct planning for full-chain industry pattern integrating collaboration between enterprises, universities, research institutes, and end-users of “one center, one ring, one base and many points” around national university innovation parks.
(II) Introduce and gather sci-tech innovation resources of Beijing. Play a role of collaborative innovation platforms including Youth Venture Park, Overseas Student Pioneer Park, Industrial Park of Human Resources and International Health Industry Park, attract transformation of great technology achievements and attract scientific and technological enterprises, research institutes and famous colleges in the Peking and Tianjin districts.
(III) Innovative coordinated development mode. Deepen park cooperation between “Tongzhou District, Beijing, Wuqing District, Tianjin and Langfang, Hebei”, enrich cooperation content, stick to forge ahead, promote deep expansion of cooperation and realize efficient allocation of resource factors.
(IV) Actively undertake transfer of its role as the nation’s capital. Deeply research industrial adjustment policies of Beijing, regularize industrial transfer keys, play a role of institutes in Beijing based on intelligent bio-manufacturing, advanced equipment manufacturing and modern service industry, and conduct alignment with state-owned enterprises, private enterprises, headquarters of foreign capital area and secondary units. There are over 220 projects introduced in Beijing over the year.
II Improve efficiency of investment promotion and form new cluster-project degree.
Stick to take investment invitation as promotion of industrial structure optimization and upgrading, which is only way for Sustained and sound economic development. Pay attention to capital attracting and the talented attracting for high-level and high value-added industry and work to occupy top-end of value chain and core link of industry chain. There are over 22 advantage projects which are listed in Global 500 and China 500 over the year.
(I) Speed up development of two one hundred billion-level industrial clusters. Based on intelligent bio-manufacturing and advanced equipment manufacturing, aim at important subdivisions, introduce and breed strong, big-potential and competitive major projects, and speed up development of two one hundred billion-level industrial clusters. Complete Phase II listing of China-EU high-end equipment manufacturing base. Play a role of international health industry technology institute and “seven platforms and one center” and try to develop professional investment attraction. There are over 35 intelligent bio-manufacturing and advanced equipment manufacturing projects introduced over the year.
(II) Focus on invisible champion project of foreign investment entities. Take Phase I and Phase II of China-EU industrial park as the carrier and take high-end link of value chain as the direction. Select important countries, key industries and major business, play a role of overseas offices and channels and increase strength of investment attraction of foreign entity projects. Promote invisible champion enterprise cluster and increase international and top-end extension of industrial system. There are over 22 physical projects over the year which are introduced foreign capital.
(III) Speed up gathering of modern service industries. Work to develop commercial real estate economy, revitalize unoccupied building and storage carrier, speed up gathering of settlement business, headquarter business and trade business, enrich industrial structure, improve supporting level, and enhance development vigor. There are 66 projects related to marketing, settlement and headquarter and 22 projects related to famous brands which are introduced over the year.
(IV) Implement full-chain and clustering investment attraction. Focus on existing industrial basis, make investment attraction catalogs of leading enterprises and upstream and downstream firms, play attraction and derivatization role for existing enterprises, work to carry out investment attraction for chain supplementing, chain expanding and chain strengthening, and promote element resources gathering and industrial cluster development.
(V) Step up promotion. Hold over 20 domestic and overseas promotion activities in different plates, areas and industries and continuously expand investment coverage and influence of brands in the park. There are over 550 of excavation projects, tracking projects and promotion projects in the major areas and cities. Innovate a paid cooperation mode, develop advantage of market resources, strengthen cooperation with top-quality institutes, and realize maximization of results of investment attraction.
(VI) Strengthen research on the policies and improve the investment policy system. Conduct deep investigation, comprehensive adjustment and comparison, attract investment attraction policies in the advanced area, improve distinctive industry policies including health industry, cross-border electronic commerce and human resources, and increase competence of investment attraction.
III Strengthen construction of carrying capacity and create new career of cluster-program
Based on industry development orientation and innovative development construction mode, concentrate on strength to create a batch of special project carriers, and fully improve project carrying capacity.
(I) Speed up the space expansion. According to overall development planning of the park, break the regional space limitation AND steadily and orderly carry out phase IV expansion in the development zone. Quicken promotion of overall planning of Nancaicun Town and adjustment of land use planning, steadily promote key area demolition, and plan and implement infrastructure construction of expanding area land in advance.
(II) Develop building economy and increase building benefit. Conduct construction of international enterprise community Phase II with area of 230,000 square meters with high standards and ensure the building can be put into use before the end of the year. Accelerate the implementation of business headquarter base Area C and building of international enterprise community Phase I. Integrate planning of commercial playout of building cluster. Implement first-level property management, increase service standards and try to create a batch of Class A buildings.
(III) Implement secondary development and increase efficiency of resource allocation. Vitalize stock space in the excavation build-up area, innovate secondary development mode, increase strength to clear zombie enterprises and inefficient enterprises and strengthen transformation and upgrading and vacating cage to change bird. Implement dynamic management of idle resources, regularly deepen enterprise investigation and visit and timely update and share idle data. Create workshop renting and selling management system and strengthen management of carrier resources. Give full play to superiority of top-quality enterprise funds and resources, vitalize four idle projects by transformation of old workshop and construction of new workshop. Improve transformation of the workshop with area of 40,000 square meters.
IV Focus on economy operation quality, promote economic power and realize new improvement
Consciously build strong sense of urgency and crisis awareness, fully promote steady and rising economic operation, and strengthen realization of speed scale type transforming to quality benefit type.
(I) Implement collection of tax in the project of “1350”. Improve tax services and management level and foster important growth point. There are 17 enterprises with annual new tax of RMB 10,000,000 ~30,000,000, 5 enterprises with annual new tax of RMB 30,000,000~500,000,000, 1 enterprise with annual new tax of RMB 50,000,000~100,000,000, 3 enterprises with annual new tax of RMB 100,000,000, and over 70 enterprises with tax paid of over RMB 10,000,000.
(II) Prevent debt risks and ensure steady operation of capital management. Actively explore innovative profit model, speed up transfer of residential land in the park, supplement circulating fund gap, reduce debt increment and prevent debt risks. Take low cost, long term and flexible use as the goal, and conduct financing by multi-channel and multi-mode. Strengthen asset management, create financial accounting, internal control, process monitoring, overall process asset management system, and keep and increase national assets.
(III) make great efforts to construction and lay a solid foundation for the real economy. Strengthen preliminary procedures handling, construction coordination security and site inspection and supervision and speed up construction of 5 district-level major projects and 64 key industrial projects. Promote completion of 9 projects including Phase II of Railway Research Institute of China Academy of Railway Science, V1 AutoWorld and Shanghai Changlian. Conduct supervision on accelerated construction of 14 projects including Zhongnan and Junli. Conduct supervision on entering into the site on time and completion of annual construction tasks for 12 projects including Hongri, Liteon and Yili. Help early-stage procedures handling of 8 projects including Beijing Traffic Control Technology Co., Ltd., Qizheng and Weisheng, and ensure entering into the site on the end of the year. Help 25 projects including COFCO, Junge and Century Times Art City to handle procedures before construction.
V Implement innovation-driven development and develop new power of transformation and upgrading
Foster and practice the concept of new development, focus on “five innovative platforms”, gather high-quality and innovative factors to start up business, create innovative atmosphere to start up business, and continuously increase development power and competitiveness.
(I) Promote construction of “five innovative platforms”. Move forward research and design, small-scale tests and pilot tests, production services, marketing services, and investment and financing of “five innovative platforms”, build a new technical and innovative system with enterprises as the main actors, market-oriented goal, and deep integration of enterprises, universities and research institutes. Deeply explore industrial resources of Novogene and CHINA ACADEMY OF RAILWAY SCIENCES and play a leading role of top-quality projects and form innovative chain and drive industry chain. Promote construction of intelligent bio-manufacturing industry park and Wuhai University space information research institute. Create innovative venture alliance to share technology, funds, equipment and sales and build a “shared innovation community”. Play a role of smart Silicon Valley and carrier of youth venture, gather top-quality innovative resources, and create innovative core area.
(II) Try to improve scale and quality of scientific and technological enterprise. Pay attention to introduction and fostering and increase strength of scientific and technical investment attraction and fostering of scientific and technological enterprise. Actively cooperate with famous institutions and industry associations, pay attention to frontiers of science and technology for key industries and introduce 20 projects of “Miaomiao enterprises”, 8 projects of overseas student pioneer parks and 9 projects of colleges and universities. Accelerate construction of institute of science and technology in Bejing and Tianjing and play an important role in science and technology leader, tax contributions and social benefit. Develop 160 middle and small-sized enterprises of scientific and technologic type, 10 super-billion science-and-technology enterprises and 12 municipal and national new high-tech enterprise, and complete 3 enterprises for shareholding reform.
(III) Accelerate construction of perfect science service system. Make management methods of Wework and create a whole process evaluating system for project entering, development and completion. Explore service mode combining online and offline and help enterprises to share services related to policy of science and technology. Strengthen micro-supporting complex construction of living, industry and science and technology, meet demands for entrepreneur team.
(IV) Ensure talents attraction. Make strong moves in attraction of top talents and introduce over 400 top-level talents by mode of “project+talent”. Implement talent development program of “Kunpeng engineering”, deepen talent cooperation of “Tongzhou District, Wuqing District and Langfang”, strengthen local talent cultivation and fully improve skills of various talents. Strengthen talent service platform carrier function and prepare human resource service manual. Strengthen daily management on postdoctoral workstation and introduce 9 doctors. Strengthen cooperation for talents from important institutions and conduct reserve of professionals.
VI Continue to optimize business environment and create new advantage to support development
Set up the concept of “industry first and enterprise first”, carefully implement requirements of “Tianjin eight regulations”, stick to “servicing others is to develop oneself”, and build a new type of cordial and clean relationship between government and business.
(I) Implement the project to optimize service environment. Implement service-based enterprise mechanism and create enterprise service management system, carefully carry out the work of “ten thousand cadres helping the enterprises”, timely help enterprises to solve difficulties and problems with positive attitude and effectively improve service quality and service efficiency. Implement brand strategy, give guidance to increase of r&d investment, promotion of technical transformation, improvement of brand quality and promotion of transformation and upgrading. Implement supportive policy for involved enterprises and reduce operation cost. Give great support to private economy development, help development of private enterprises and stimulate development vitality.
(II) Implement infrastructure construction. Continuously improve municipal public facilities including water, electricity and road, promote greatly carrying capacity, and increase and transform roads of 14 kilometers including Nanbei Caiyuan Road. Speed up early-stage procedures handling for Phase II heat supply network of housing demolition and relocation in Nancai Village. Improve transformation of automatic control system for waterworks and complete construction of Huadian sewage treatment works. Speed up construction of two 110kV power stations. Start construction of phase I for intelligent park. According to principles of appropriate advance, coordination and meeting development, move forward with 12 planning and design work related to road, landscape and workshops.
(III) Implement promotion engineering of matching function. Integrate administrative service functions including commercial & industrial department and build government review and approval branch center with high standards. Speed up modification works of Yinghua International School, complete construction of PE park in the business headquarters base, and further optimize environment of functional environment of new high-tech apartments.
(IV) Implement ecological environmental protection project. Stick to the win-win road of economic development and eco-environment protection and try to solve prominent environment problems. Deepen implementation of “ten-measure action plan to tackle water pollution”, “ten-measure action plan to tackle land pollution” and “river chief system”, strengthen governance of river system and soil treatment, and complete pollution prevention work. Promote comprehensive up-to-standard discharge of the enterprises in the park, accomplish various heavy-pollution weather alerts and emergency responses and ensure that air quality in the park is continuously improved. Implement green landscape design and promotion project. New green area is 305,000 square meters. Improve refinement level of urban management, implement grid management of city appearance and environment, improve the mechanism of quick problem response and long-term inspection system. Implement recycling transformation in the park and create a national-level ecological park.
(V) Implement safe and stable assurance engineering. Set up safety development concept, promote thought of life supremacy and safety first, increase safety propaganda, and strengthen red line consciousness and baseline thought. Improve safety management responsibility system, take responsibilities of business entity and assume responsibilities of territorial supervision. Stick to “hidden danger is the accident and accident needs to be solved” and regularly carry out hidden danger investigation. Strengthen construction of emergency capacity, promote scientific, standard and programmed treatment scheme, and maximize reduction of accident loss and impact. Strengthen supervision on food and drug safety and ensure food safety. Improve traffic safety level of informatization and improve basic facilities of traffic safety. Increase supervision of enterprises, create a risk information docking mechanism, prevent illegal fund-raising, pyramid selling and financial fraud, and timely dissolve hidden troubles. Intensify consciousness of “development priority and stability primary liability”, take and maintain stable responsibilities, stick to early caution against small matters and timely resolve disputes and hidden dangers.
VII Strengthen construction of the Party and run the Party strictly
Put construction of the Party in the first place, deeply study and implement spirit of the 19th National Congress of the Communist Party of China for the Party, try to get a good grasp, firmly advance solid practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the Tianjin Wuqing Development Area.
(I) Uphold the leadership of the party for all the work. Play leadership and political core roles of work committee to grasp the direction, control the overall situation and ensure implementation. Deeply carry out publicity and education activities to study principles from the Party’s 19th National Congress. Arm with the spirit of guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era from General Secretary Xi Jinping, guide to practice and promote work with above spirit. Solidly carry out education with theme of “stay true to the mission and keep firmly in mind our mission”.
(II) Consolidate work at basic level. Make solid progress in creation of “five Party branches”, carry out screening of weak and poorly organized party branch, and determine instruction keys for giving assistance to the poor. Promote two coverages of non-public enterprise Party’s party and work, regularly deepen enterprise visit, guidance and construction of the Party, and ensure that rate of building entity enterprises is over 95%. Complete the election of basic-level party branch based on requirements.
(III) Strengthen education and management of the Party. Promote institutionalization and normalization of learning and education for “Party members should develop a good understanding of the Party Constitution, Party regulations, and General Secretary Xi Jinping\'s major policy addresses and live up to Party standards”. Rigorously deal with “three meetings and one course”, organization life meeting, party member selecting by democratic appraisal and review of party branch secretary. Create a supervision mechanism of the work of Party building and regularly carry out specific inspection. Complete construction of the party and the masses service center. Deeply carry out propaganda work of Socialism with Chinese Characteristics for a New Era and Chinese Dream, fully promote serial activities of spiritual civilization construction, and carry forward the core socialist values.
(IV) Improve the integrity of the team. Implement meeting system with theme of building a clean government and regularly carry out integrity education and give a warning. Strengthen implementation of entity responsibility, create sound report supervision system and improve list of entity responsibility and list of personal entity responsibility task lists. Strictly control appropriation expenditure of “three public” expenses and strictly investigate and deal with cases of breaching the discipline.
(V) Improve system and mechanism. Take strategic restructuring in the development area and business area as the chance, scientifically adjust inner institute, make everyone involved clear about their responsibilities, create clear rights and liabilities, and control scientific modern enterprise system. Set up the rule of law, advance district governance based on the law, and promote reform and development under legal framework. Explore perfect management by project, organize the inspection and supervision, implement supervision and examination system, and pay attention to implementation. Further improve bidding, financial management and public administration, and ensure standard and efficient operation.
(VI) All initiatives to improve team construction. For new era, new contradiction, new goal and new deployment, try to solve problems, such as: cadres incompetence and scarce skills. Carry out various of training, give guidance to ideology concept transformation of cadres, and create thinking model and innovative working methods, and improve competence. Work nonstop to address the practice of formalities for formalities’ sake, bureaucratism, hedonism, and extravagance, strictly implement Enforcement of Eight-point Austerity Rules, try to create a high-quality and special team with strong belief, political accomplishment, responsibilities, abilities and style of work, build an entrepreneurial climate related to real practice and solid, positive and promising work.
